About this file

This Request for Proposal (RFP) is issued by the Town of Mountain Village (TMV) Public Works Department for a landscaping design project at the town's entrance. The RFP solicits two distinct landscape design proposals - one small-scale and one full-scale redesign - that will reimagine the entrance's flower and tree arrangements, stonework, and signage. The design must create a welcoming atmosphere and thrive in the high-elevation environment at 9,500 feet, incorporating aspen trees and vegetation suitable to the climate. A mandatory pre-bid site walk is scheduled for January 7, 2024, at 10:00am, with proposal questions due by January 14, 2024, and final proposals due by 12:00pm on February 4, 2024. The town anticipates awarding the project on February 18, 2024, with a project term extending from the award date through September 1, 2025.

Proposers must submit comprehensive technical offers detailing design specifics, materials, and plantings, along with qualifications demonstrating landscape architecture experience. The RFP requires lump sum bids covering both design and estimated construction costs, with proposals evaluated on design quality, expertise, proposal completeness, and overall value to the town. Insurance requirements include comprehensive general liability coverage of $2,000,000 per occurrence, professional liability insurance of $1,000,000 per claim, and workers' compensation insurance. The town emphasizes that the lowest bid may not necessarily be selected, and the final design will require approval from the Town of Mountain Village Design & Review Board, with potential construction potentially delayed until summer 2026.

REQUEST FOR PROPOSAL

TOWN OF MOUNTAIN VILLAGE (TMV)

REQUESTING DEPARTMENT: Public Works DATE:

PROJECT NAME: Town of Mountain Village Entrance

Is a Statement of Qualification required with Request for Proposal? Yes X No __

SCOPE OF WORK:

Provide two proposals for landscaping design of an enhanced entrance to the Town of Mountain Village. The two proposals should be differentiated in scale of approach with a smaller scale re-design and a full scale redesign of the entrance. New designs to include a re-imagined array of flower and tree arrangements, stonework and Town of Mountain Village sign. Design should provide a sense welcome, arrival and vibrancy that persists throughout all seasons.

ADDITIONAL REQUIREMENTS:

The new landscape design will need to incorporate aspen trees and other trees/flowers that thrive in an environment at 9500 ft elevation. Plantings should be proposed that have a mature look and spacing as opposed to saplings in clusters. Lighting should be chosen that meets Dark Sky specifications while providing adequate light to illuminate the entrance and signage.

Design must integrate with the existing traffic pattern and not obstruct sight lines leaving or entering the Town. Current roadway infrastructure is not contemplated as part of the re-design.

Materials proposed should match existing design criteria of the Town of Mountain Village. The proposal will need to be approved by the Town of Mountain Village Design & Review Board before installation and may be altered based on DRB and Town officials’ feedback.
