Request for Proposal - Environmental Impact Report (EIR) for Santa Monica Airport Conversion Project

1 Introduction

1.1 Summary

The City of Santa Monica is requesting proposals from qualified consulting firms to prepare an Environmental Impact Report meeting the requirements of the California Environmental Quality Act (CEQA) for the Santa Monica Airport Conversion Project.

1.2 Background

Measure LC is a ballot measure that was passed by Santa Monica voters on November 6, 2014. Measure LC states, as follows:

Subject only to limitations imposed by law, the City Council shall have full authority, without voter approval, to regulate use of the Santa Monica Airport, manage Airport leaseholds, condition leases, and permanently close all or part of the Airport to aviation use.

If all or part of the Airport land is permanently closed to aviation use, no new development of that land shall be allowed until the voters have approved limits on the uses and development that may occur on the land. However, this section shall not prohibit the City Council from approving the following on Airport land that has been permanently closed to aviation use: the development of parks, public open spaces, and public recreational facilities; and the maintenance and replacement of existing cultural, arts and education uses. (Emphasis added.)

In 2017, the City and FAA entered into a consent decree, which allows (but does not mandate) that the City can close the Santa Monica Airport after December 31, 2028.

Following the consent decree, on February 28, 2017, the City Council adopted Resolution No. 11026 which (1) “authoriz[es] all actions necessary to ensure the closure of Santa Monica airport effective as of midnight on December 31, 2028,” and (2) provides that the City “shall take all actions necessary and proper to ensure that SMO will cease to operate as an airport and shall be closed to all aeronautical use forever effective as of midnight on December 31, 2028.”

In light of the foregoing actions, but subject to future policy considerations, the City has commenced preliminary planning and community engagement efforts to consider future land uses at the Airport, as further described, below. These efforts have culminated in what is referenced hereinafter as the “Santa Monica Conversion Project”.

The Santa Monica Airport Conversion Project (the Proposed Project) is a comprehensive multi-phase initiative to reimagine 192 acres of public land following the planned closure of the Santa Monica Airport on December 31, 2028, as afforded by the Consent Decree signed in 2017. The effort establishes a long-term land use vision centered on a future, Measure LC compliant, Great Park that reflects community aspirations while balancing legal, environmental, economic, and social considerations

Request for Proposal - Environmental Impact Report (EIR) for Santa Monica Airport Conversion Project along with funding realities and feasibility. Community engagement over the past two years has generated a substantial foundation of feedback that will inform development of a Preferred Scenario Framework Plan for the site, anticipated before the end of 2026.

This Preferred Scenario, which includes the anticipated closure of the airport, will become the basis for environmental review under the California Environmental Quality Act (CEQA).

The planning work builds on the five Guiding Principles unanimously adopted by the City Council in January 2025: Start with Nature, Inspire Wonder, Balance Economics, Amplify Versatility, and Celebrate Place. It also reflects more than 16,100 survey responses, 102 public meetings, and extensive input from boards, commissions, task forces, and the broader community. Phase 3b resulted in the creation of a Framework Diagram that organizes the site into eight flexible districts informed by the engagement to date: Immersive Nature, Active Sports, Urban Edge, Arts & Culture, The Stroll, The Meadow, The Lawn, and The Heart. These districts identify general locations, approximate sizes, and potential activities that can evolve over time and support a multi-year buildout while remaining adaptable to future conditions and community needs. As the City progresses into Phase 4, each district from the Framework Diagram will be carefully evaluated and illustrated to show its purpose and anticipated uses.

Once the City Council formally selects a Preferred Scenario Framework Plan, the City intends to begin preparation of a program level EIR. This EIR will evaluate environmental impacts, feasible mitigation measures, and a full range of alternatives, including the required No Project option. The program level EIR will also support future regulatory work such as creation of a Specific Plan, General Plan amendments, zoning updates, and phased implementation strategies.

The City also received $10,000,000 in Proposition 4 funds (Climate Bond) to plan and develop a portion of what is anticipated to be the Great Park. Following voter approval of Proposition 4, the California legislature enacted Public Resources Code Section 21080.57, as follows:

This division does not apply to any activity or approval necessary for or incidental to planning, design, site acquisition, construction, operation, or maintenance of public park or nonmotorized recreational trail facilities funded in whole or in part by the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024 (Division 50 (commencing with Section 90000)). (Emphasis added.)

The program EIR should take into consideration Public Resources Code Section

In accordance with the requirements of CEQA, selected consultant must prepare a Notice of Preparation (NOP) of a Draft EIR/Notice of Scoping Meeting and circulate to the State Clearinghouse; Responsible Agencies; Trustee Agencies; other interested and affected State, County, and local governmental agencies; local Native American tribal representatives; and other groups and individuals that may have interest in the proposed project.

Selected consultant must also conduct a public scoping meeting in coordination with City staff and consultants, and prepare relevant scoping materials for the proposed project.

Deliverables

• Notice of Preparation

• Scoping Meeting (CEQA boards, CEQA/Project presentation on Powerpoint)

Task C. Preparation of the Draft EIR

A CEQA-compliant EIR that analyzes the potential environmental impacts of the project, including closure of the Santa Monica Airport (SMO), will be required. In accordance with CEQA, the EIR must include a thorough explanation/analysis of the project’s construction and operational impacts for each environmental issue area, feasible mitigation measures, an analysis of impacts following mitigation, identification of impacts that cannot be mitigated to a less than significant level, and an assessment of cumulative effects. An alternatives analysis and preparation of a mitigation monitoring program are also required.

Request for Proposal - Environmental Impact Report (EIR) for Santa Monica Airport Conversion Project

The scope and format of the EIR will follow the outline below and include the following:

o Introduction o Executive Summary o Project Description o Analysis of Environmental Impacts o Alternatives (Up to five alternatives) o Other CEQA Considerations/Mandatory Findings of Significance o List of Preparers/References

For each environmental issue area to be analyzed, the EIR must include a description of existing conditions (environmental and regulatory setting), identification of the methodology and significance thresholds used based on Appendix G of CEQA Guidelines and CEQA caselaw, a thorough analysis of the project’s potential for significant impacts, a discussion of cumulative impacts, feasible mitigation measures, and level of significance after mitigation. At minimum, it is anticipated that the Draft EIR will analyze the following environmental issues:

• Aesthetics/Visual Resources - The project site is located in an urbanized area and developed with an existing airport. There are no designated scenic highways adjacent to the project site, and the City is not aware of any scenic resources in the project area. However, the existing site topography is such that scenic vistas such as westward ocean views and northward views of the Santa Monica Mountains, are available from the project site. Development of the project would change the existing visual character and quality of views and would also introduce new sources of light and glare. As such, the EIR will include an analysis of project impacts on scenic vistas, scenic resources, visual character, and light/glare.

• Air Quality - The EIR will include an analysis of the operational air emissions and construction air emissions that would be generated using the most recent version of CalEEMod. Project emissions will be compared against relevant and applicable significance criteria to determine if the project would conflict with or obstruct an air quality plan or exceed an established standard for a criteria pollutant, or result in other emissions adversely affecting a number of people. In addition to the analysis of the air emissions that would be generated by operation and construction of the project, the EIR will analyze operational air emissions that would be generated/re-distributed as a result of the closure of SMO. A human health risk assessment is also required to address potential public health impacts and should be based on updated guidance to determine if project-related toxic air contaminants or hazards pose significant risks to nearby communities.

• Cultural Resources - The City's consultant for the Proposed Project previously commissioned a preliminary Cultural Resources Report in March 2025 to identify

Request for Proposal - Environmental Impact Report (EIR) for Santa Monica Airport Conversion Project potential archaeological and historic resources on the project site. The report includes background research on the history of SMO and provides an inventory of potential historic resources that warrant further review and analysis. The airport has two City Landmarks, the Beacon and Compass Rose, which could be incorporated into the design and planning of the project. The EIR will include a detailed full analysis of the identified potential historic resources on the project site and whether each of these resources are considered significant at the local, state, or regional level.

• Energy - Based on the Proposed Project's anticipated operations and construction details, the EIR will include an analysis of the project's energy impacts (including a quantification of energy demands accounting for proposed sustainable and/or renewable energy features) and determine whether the project would result in potentially wasteful, inefficient consumption of energy resources and whether the project would conflict with a state or local plan for renewable energy/energy efficiency.

• Geology/Soils - While the project site is not located on any known fault or fault zones, the project site is susceptible to seismic risks similar to other developments in the Los Angeles region. The project would include substantial excavation and grading during project construction, which could potentially create on-site geologic risks such as erosion and soil stability issues. The consultant or subconsultant will prepare a Preliminary Geological Investigation Report to assess existing geological conditions and determine potential geological and soil impacts based on the project's components. Results of the report will be summarized and incorporated in the EIR.

• Greenhouse Gas Emissions - The EIR will include an analysis of the operational greenhouse gas (GHG) emissions and construction air emissions that would be generated using the most recent version of CalEEMod. Similar to the air quality analysis, GHG emissions will be compared against relevant significance criteria and/or adopted climate action plans to determine if the project would result in a significant GHG impact. In addition to the analysis of the GHG emissions that would be generated by operation and construction of the project, the EIR will analyze operational GHG emissions that would be generated/re-distributed as a result of the closure of SMO.

• Hazards and Hazardous Materials - Airport operations have existed on the project site since the 1910s. These operations have included the use and handling of various hazards and hazardous materials, which have resulted in potential subsurface contamination. A Phase I Environmental Site Assessment (Phase I ESA) was prepared for the City for the project site, which identified a number of recognized environmental conditions (RECs). Subsequently, a Phase

Request for Proposal - Environmental Impact Report (EIR) for Santa Monica Airport Conversion Project

II ESA was prepared. As part of the EIR, consultant will provide review of the Phase II ESA and develop appropriate mitigation measures.

• Hydrology and Water Quality - The project site lies within the Santa Monica Bay Watershed which encompasses 414 square miles from the Santa Monica Mountains to the north and downtown LA to the east, to the Bay. Primary pollutant concerns for the Bay include DDT (dichlorodiphenyltrichloroethane), PCB (polychlorinated biphenyls), and sediment contamination. The EIR will analyze surface runoff flows from the project site including potential for contaminants to be discharged into the City's storm drain system and ultimately the Bay. The analysis will also include a technical analysis of whether existing and planned storm drain capacity can accommodate project flows.

• Land Use and Planning - The existing SMO has long been recognized by the City as a site that can offer unique land use opportunities. The project would result in the closure of the airport, and conversion of the property into a public park with supportive land uses. Although the project site is not zoned, it does have a General Plan land use designation of Institutional/Public Lands. The EIR will analyze the project's consistency with applicable regional and local plans and regulations. The analysis will also consider the project's relationship with surrounding land uses.

• Noise - The project has the potential to generate new sources of noise and vibration due to increased visitation to the project site and project construction equipment. The EIR must include a quantitative estimate of the operational and construction noise levels that would be generated by the project. Existing noise measurements will be taken to establish ambient noise levels at nearby sensitive receptors and on roadways. The project's increase in noise levels must be compared against relevant criteria and/or the City's Noise Ordinance to determine if the project would result in a significant noise impact. In addition to the analysis of the noise levels that would be generated by operation and construction of the project, the EIR will analyze noise impacts as a result of the closure of SMO.

• Public Services/Recreation - The project could potentially increase demand for public services such as police protection, park, and fire protection services due to increased visitation levels to the project site. The EIR will include an analysis of whether such increased demand would result in substantial adverse physical impacts associated with the provision of new or expanded facilities. Additionally, as the Proposed Project provides significant park and recreational facilities, the EIR will analyze the impacts associated with the construction of such facilities.

Request for Proposal - Environmental Impact Report (EIR) for Santa Monica Airport Conversion Project

• Transportation - The project will include the construction of a number of circulation improvements, including new street segments, bicycle lanes, and pedestrian facilities. An analysis of the project's potential impacts relative to vehicle miles traveled (VMT), and potential conflict with a plan, policy or regulation addressing the circulation system must be addressed. The analysis will be based on the City's adopted VMT significance criteria. Additionally, an assessment of whether the project would result in a hazardous design feature or inadequate emergency access must be conducted.

• Tribal Cultural Resources - The project site is located on the ancestral land of the Gabrieleno/Tongva tribe. In addition to a records search for tribal resources, the consultant will assist the City with tribal consultation consistent with AB 52.

Results of the tribal consultation will be included as part of the EIR.

• Utilities and Service Systems - The project is anticipated to result in increased water consumption, wastewater generation, and solid waste generation. The project would include utility system improvements that may include the replacement, relocation, modification or construction of new infrastructure or facilities. The EIR will include preparation of technical reports on project utility demands and anticipated capacity, determine whether current and planned water supplies, sewer capacity, and solid waste facilities are sufficient to accommodate the project.

Selected consultant will assume three rounds of review for each completed section of the EIR and two final rounds of review of the full completed Draft EIR prior to publication.

Santa Monica’s voters adopted a City Charter amendment commonly known as the Oaks Initiative. The Oaks Initiative requires the City to provide this notice and information about the Initiative’s requirements. You may obtain a full copy of the Initiative’s text from the City Clerk.

This information is required by City Charter Article XXII—Taxpayer Protection. It prohibits a public official from receiving, and a person or entity from conferring, specified personal benefits or campaign advantages from a person or entity after the official votes, or otherwise takes official action, to award a “public benefit” to that person or entity. The prohibition applies within and outside of the geographical boundaries of Santa Monica.

All persons or entities applying or receiving public benefits from the City of Santa Monica shall provide the names of trustees, directors, partners, and officers, and names of persons with more than a 10% equity, participation or revenue interest. An exception exists for persons serving in those capacities as volunteers, without compensation, for organizations exempt from income taxes under Section 501(c)(3), (4), or (6), of the Internal Revenue Code. However, this exception does not apply if the organization is a political committee or controls political committees. Examples of a “public benefit” include public contracts to provide goods or services worth more than $25,000 or a land use approval worth more than $25,000 over a 12-month period.
