About this file
This is a Proposer RFP Checklist prepared by the City of Santa Monica, California, for a Request for Proposal to prepare an Environmental Impact Report (EIR) for the Santa Monica Airport Conversion Project under California Environmental Quality Act (CEQA) requirements. The checklist outlines essential steps for interested consulting firms to follow when responding to the RFP, including reviewing all RFP documents thoroughly, attending the pre-proposal conference if offered to clarify project requirements and identify any ambiguities, submitting questions by specified deadlines, and reviewing all formal addenda posted on the City's OpenGov vendor portal before submission. Proposers must follow the exact format specified in the RFP, provide point-by-point responses to all sections in clear and concise language, acknowledge all issued addenda with signed documentation, and submit their complete response by the deadline noted on the RFP front page, as late proposals will not be accepted.
The checklist emphasizes that proposals are evaluated solely on the information and materials provided in the submitted response and that proposers must verify all relevant dates and times for submission. No specific pricing terms, set-asides, funding amounts, contract duration, renewal options, or other financial details are included in this checklist document, as it serves solely as a procedural guide for proposers preparing their responses to the RFP.

Take advantage of the “question and answer” period. Submit your questions by the due date. View all answers given in the formal addenda issued for the RFP. Check the City’s online vendor portal: OpenGov for RFP addenda. Before submitting your response, check whether any addenda were issued for the RFP. If so, you must submit a signed acknowledgment for each addendum issued along with your response
Review and read the RFP document again to make sure that you have addressed all requirements.
