RFI Summary: CY 2026 Holiday Refrigerated Trailer Rentals

This is a Request for Information (RFI) issued by the Defense Commissary Agency (DeCA) for market research purposes regarding refrigerated trailer rentals to support 33 commissary locations across the Continental United States and Alaska during the 2026 holiday season. The requirement involves 33 trailers total—21 electric units and 12 diesel units—all 53-feet with roll-up doors. Delivery dates range from late September through early November 2026, with pickup dates spanning mid-December 2026 through mid-January 2027. Electric trailers require various specifications ranging from 208V to 480V with amperage between 40-100 AMP at 3-phase power; diesel trailers require full fuel tanks at delivery. All trailers must be FDA Food Safety Modernization Act (FSMA) and NSF-certified, sanitized to hygiene standards, and started upon delivery to verify operational status.

Contractor responsibilities include coordinating delivery and pickup at least 10 working days and 3 working days in advance respectively, obtaining all necessary installation passes and personnel security clearances, providing a 24-hour emergency point of contact with 2-hour emergency response time and 24-hour repair or substitute trailer provision, and liability for product loss due to equipment malfunction or negligence. The contractor must submit invoices through the Wide Area Work Flow (WAWF) system. Responses must include company information, business size and socio-economic status under NAICS code 532490, a capability narrative addressing simultaneous management of 33 trailers across geographic areas and emergency response capabilities, past performance on three relevant projects within the last 3-5 years, and optional feedback on requirement feasibility. Responses are due by 2:00 PM EDT on April 10, 2026, submitted via email to david.mootz@deca.mil. This RFI does not commit the government to contract and does not reimburse response costs.

1.0 Introduction and Purpose

The Defense Commissary Agency (DeCA) is conducting market research to identify potential sources capable of providing refrigerated trailer rentals to support 33 commissary locations in the Continental United States (CONUS) and Alaska during the 2026 holiday season. The objective of this RFI is to gain a comprehensive understanding of the marketplace, identify capable sources (including small businesses), and refine the agency's acquisition strategy.

2.0 Background

DeCA requires temporary, temperature-controlled storage capacity at various commissary locations to handle the increased inventory of frozen turkeys and other perishable holiday food items. The performance period is seasonal, with rentals typically starting in late September/early October 2026 and ending in mid-January 2027. This is a recurring requirement, and the proposed acquisition will be for a single contract to cover all 33 locations for the 2026 holiday season.

3.0 Summary of Requirements

The contractor shall provide all personnel, labor, supervision, equipment, and transportation necessary to deliver, set up, support, and retrieve 53-foot refrigerated trailers with roll-up doors at 33 specified locations.

Key Contractor Responsibilities:

• Coordination: Coordinate delivery and pick-up with the designated Commissary Officer at each location at least 10 working days prior to delivery and 3 working days prior to pickup.

• Site Access: Be responsible for obtaining all necessary installation passes, vehicle inspections, and personnel security clearances.

• Trailer Condition & Setup:

• All trailers must be cleaned, sanitized to meet hygiene standards, and cleared of debris before delivery.

• Trailers must comply with regulations such as the FDA's Food Safety

Modernization Act (FSMA) and be NSF-certified.

• Diesel trailers must be delivered with a full tank of fuel, with levels verified at delivery and pickup.

• Electric trailers must be delivered with all required electrical components and connected to the site's power supply to ensure operational start-up.

• All trailers must be started upon delivery to verify good working order, with the temperature set as required by the Commissary Officer.

• Emergency Service:

• Provide a 24-hour point of contact for emergency service.

• Provide an emergency response time of 2 hours after notification to begin restoration of service.

• On-site repair or a substitute trailer must be provided within 24 hours of the initial emergency call.

• Liability: The contractor will be held responsible for any costs incurred by the loss of product stored within a trailer that malfunctions due to faulty equipment or contractor negligence.

• Invoicing: All invoices must be submitted through the Wide Area Work Flow (WAWF) system.

Detailed Location and Trailer Specifications:

The requirement is for a total of 33 trailers across 33 locations, consisting of 21 Electric and 12 Diesel units. All trailers are 53-feet with roll-up doors.
