Request for Information Summary

This is a Request for Information (RFI) issued by the U.S. Air Force seeking market research to identify potential contractors capable of providing sustaining engineering support for the modified WC-130J RTP APN-241 Weather Radar system. The Government anticipates this requirement will be sole-sourced to Northrop Grumman Corporation (CAGE Code 11982, located in Beavercreek, Ohio), but is conducting market research to promote competition.

Requirement Details and Scope:

Potential contractors must possess expertise in repairability, maintainability, and sustaining engineering for the modified WC-130J RTP APN-241 system, including resolving reliability and maintainability issues, obsolete parts management, Diminishing Manufacturing Sources (DMS) solutions, and failure trend analysis. Contractors must have the ability to install the APN-241 Weather Radar and troubleshoot system discrepancies, with access to Northrop Grumman equipment and their APN-241 Radar System engineering software databases. Key deliverables include engineering studies, a capability to detect real-time rain rates directly in front of aircraft, and engineering support during developmental testing not to exceed 400 man-hours with on-site support at Eglin AFB (two engineers for three 5-day trips). The Government will provide specific equipment as Government-Furnished Equipment (GFE) and contractors must support both the original and modified radar configurations identified by specific part numbers and NSNs.

Acquisition Strategy and Response Requirements:

The proposed acquisition strategy is a 2-year contract plus a 6-month extension option, beginning in FY27 and continuing through FY29. This is not a commercial item, and no samples are available for evaluation. Responses to the Contractor Capability Survey (Part I: Business Information and Part II: Capability Survey Questions) must be received no later than close of business on August XX, 2026, via email to Program Manager Halie Braski (halie.braski.1@us.af.mil) and Contracting Officer Ashley Blann (carolyn.blann@us.af.mil). The Government will not reimburse response costs, and responding does not guarantee future contract participation. Small businesses, joint ventures, and teaming arrangements are encouraged to participate.

Modified WC-130J RTP APN-241 WEATHER RADAR

SUSTAINING ENGINEERING SUPPORT

CAUTION:

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualifications to support repairability, maintainability, and sustaining engineering for the modified WC-130J RTP APN-241 Weather Radar. Potential sources must possess the ability to provide engineering studies for the WC-130J RTP APN-241 system in resolving reliability and maintainability issues, obsolete parts issues, identify and propose solutions to Diminishing Manufacturing Sources (DMS) issues, analyze failure trends from the depots and the field level shops to support the MC-130J CR-2M developmental testing. In accordance with FAR 52.215-3, this Request for Information (RFI) is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not obligate the Government to contract for any supply or services.

Responders are advised that the U.S. Government will not reimburse participants for any expenses incurred in response to this RFI; all cost associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP nor does it ensure participation, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website (SAM.gov). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Potential sources must be able to install the APN-241 Weather radar as well as assist with troubleshooting system discrepancies. Potential sources must be capable of and have access to Northrop Grumman equipment. Potential sources need to ensure equipment can detect real-time rain rates directly in front of the aircraft either proving or disproving the capability.

The proposed services are required to have access to Northrop Grumman Corporation, and their databases which contain/maintain the APN-241 Radar System engineering software.
