About this file

This is a Performance-Based Work Statement (PWS) for WC-130J Radar services issued by the Air Force Life Cycle Management Center at Robins Air Force Base, Georgia (PR# FD2060-25-30629, Revision 0).

The PWS describes services required to upgrade one MC-130J version Radar Targeting Package (RTP) for the APN-241 Radar to the WC-130J RTP configuration, enabling the radar to display 14 bands of color rainfall detection instead of the standard 5 bands. This upgrade supports testing of the US Army Silent Knight RADAR (SKR) designed for clandestine terrain-following/terrain-avoidance operations and enables aircrew to detect and navigate around rainfall that the SKR cannot penetrate. The contractor shall install and test Government Furnished Equipment (GFE) cards consisting of RTP P/N 780R270G10, Transmitter Module P/N 444R372G01, and General-Purpose Processor Module P/N 824R061G06, modifying them to produce WC-130J configurations with modified part numbers. An acceptance test procedure shall be executed with results provided in a Scientific and Technical Reports Summary (CDRL A001, DI-MISC-80048). Engineering support is limited to 320 manhours maximum with on-site support from two engineers for two 5-day trips at Eglin AFB. The period of performance is estimated at 12 months with work performed at Eglin AFB. Performance objectives include zero to one rejection of deliverables per year and no more than one late submission per year, with rejected deliverables corrected and resubmitted within 4 business days. All Government property, including the radar system and GFE cards, remains under government control and must be returned upon contract completion.

1.0 Description of Services

1.1 Objective(s): This Performance-based Work Statement (PWS) describes the services required to test the APN-241 Radar. These services include getting the GFE cards installed and tested to go from the radar only showing 5 bands of color for how much rainfall is coming to 14 bands.

1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the USAF by providing warfighters with an advanced weather radar system allowing for them to be able to fly through heavier rainfall, through installation of the GFE cards.

1.3 Background:

The MC-130J is currently testing the US Army Silent Knight RADAR (SKR) that is designed to enable clandestine ingress/egress via Terrain Following/Terrain Avoidance (TF/TA). There is a spec requirement for the SKR to perform in a Low Probability of Intercept mode as well as penetrate a 10 mm/hr rate of rainfall. There is currently no way to test and validate that the SKR can perform this function. The MC-130J is replacing the MC-130H Talon II that had this capability but has since been retired leaving a significant capability gap in AFSOC. The WC- 130J version of the APN-241 allows aircrew to divide the rain rate spectrum for the APN-241 into 14 bands versus the normal 5. This allow for the ability to detect rain rates in real time directly in front of the aircraft either proving or disproving the capability. AFSOC/A3 may be interested in adding this SKR capability to the entire fleet of 64 MC-130J aircraft because it will allow aircrew to actively steer around rainfall that the SKR will not fly through, impossible with the current instantiation of the APN-241. Aircrew gets an Obstacle Warning (OW) when approaching heavy rainfall. In combat, they would have no choice but to pull up to min safe altitude exposing them to whatever threat they were trying to avoid and most likely end the mission. However, the primary purpose for this upgrade is to support of SKR Developmental Testing (DT). After DT, the upgraded APN-241will be returned to the pre-mod configuration.
