About this file
This is a Request for Information (RFI) document for Solicitation W912C326QA015 concerning elevator maintenance services. The document presents five questions from potential offerors with corresponding Government answers that clarify key contract requirements.
The contract encompasses preventive maintenance and corrective repair services for elevators at multiple buildings. Preventive maintenance is structured as recurring firm-fixed-price CLINs, while corrective repairs and parts outside routine maintenance are priced separately under optional "Additional Repair Parts & Labor" CLINs, with total corrective repair costs not to exceed 25% of annual contract value. Individual repair authorization is determined case-by-case following Government evaluation without a specific dollar or labor-hour threshold. The Government will provide a detailed elevator equipment inventory in Attachment 4 listing building numbers, manufacturer, model/type, controller, capacity, stops, and serial numbers; however, historical maintenance records and prior inspection reports will not be furnished for pricing purposes. All performing personnel must possess licenses, permits, certifications, or endorsements mandated by Puerto Rico regulatory authorities, and the prime contractor may utilize a qualified elevator subcontractor provided the prime remains compliant with FAR 52.219-14 (Limitations on Subcontracting), as this is a 100% Small Business Set-Aside. The contractor must maintain 24/7/365 emergency call-out response capability with on-site response timelines of 60 minutes for passenger entrapments, 2 hours for critical system failures, and 24 hours for routine repairs. The Government will not accommodate individual site visits prior to quotation close and requires offerors to submit quotes based on information provided in the solicitation, Performance Work Statement, and all attachments.

Elevator Maintenance Services
1. Corrective repairs and parts: Are all repair parts/materials required to maintain the listed elevators in full operation expected to be included within the recurring firm-fixed-price preventive-maintenance CLIN(s), or will corrective repairs/parts outside routine PM be separately authorized and priced? If there is a dollar or labor-hour threshold, please identify it.
Answer: Corrective repairs and replacement parts falling outside the scope of routine preventive maintenance are not included in the recurring firm-fixed-price (FFP) preventive maintenance CLINs (e.g., CLIN 0001, 1001, etc.). These requirements shall be authorized and priced separately under the optional "Additional Repair Parts & Labor" CLINs (e.g., CLIN 0004, 1004, etc.). The contractor shall not perform any repairs under this CLIN without first submitting the required repairs for Government evaluation and receiving proper approval prior to execution. The solicitation does not establish a specific dollar or labor-hour threshold for individual repair actions. Authorization is determined on a case-by-case basis following Government evaluation. However, the total cost of this CLIN is not expected to exceed 25% of the total contract cost for the year.
2. Equipment inventory: Please provide or confirm the controlling elevator schedule showing, for each unit, building, manufacturer, model/type, controller, capacity, stops, serial/equipment number, and any known current deficiencies. 3. Licensing/certification: Please confirm the specific Puerto Rico elevator contractor/company and technician/mechanic licenses or certifications that must be held for performance, and whether those credentials may be satisfied by Kcamow’s disclosed qualified elevator subcontractor while Kcamow remains the prime contractor.
Answer: In accordance with PWS Section 1.10.c ("Special Qualifications"), the Contractor must ensure that all performing personnel possess any licenses, permits, certifications, or endorsements mandated by Puerto Rico regulatory authorities. The Government does not dictate Prime/Subcontractor teaming arrangements. The Prime Contractor may utilize a qualified elevator subcontractor to satisfy these credentialing requirements, provided the Prime Contractor remains compliant with all solicitation terms, including FAR 52.219-14 (Limitations on Subcontracting), given this is a 100% Small Business Set-Aside.
The Prime Contractor remains ultimately responsible for full contract compliance, credentialing, and performance.
4. Emergency service: Please confirm whether 24/7 emergency callback coverage is required and the required response/onsite times for entrapments, emergency calls, and non-emergency service calls.
Answer: Yes, 24/7 emergency callback coverage, response/onsite times for entrapments, emergency calls, and non-emergency service calls are required.
