Request for Information in support of the
F-35 Joint Program Office for
Office of the Chief Information Officer (OCIO)
Information Technology and Information Assurance/Cybersecurity Services
1. Introduction and Overview.
a. This is a Request for Information (RFI) notice only. This RFI is for informational and planning purposes and it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The F-35 Joint Program Office (JPO) is requesting information pertaining to Information Technology (IT) and Information
Assurance (IA)/Cybersecurity Services (CS) support for the F-35 Lighting II JPO and associated industry and foreign partners.
b. The F-35 JPO is releasing a draft Performance Work Statement (PWS), Attachment
01, as part of an RFI to identify interested parties and solicit ability to provide
Information Technology (IT) and Information Assurance (IA)/Cybersecurity Services
(CS) services for the F-35 JPO. The Government’s intent is to release an RFP, which will result in a single award contract of not less than one year with potential option years.
d. Foreign Contractor participation is not permitted. All personnel must be U.S.
Citizens and will require, at a minimum, a Secret security clearance. In addition, the contractor must hold a Top-Secret facility clearance at the time of submitting proposal in accordance with the attached Draft DD Form 254, Attachment 02.
2. RFI Response Instructions.
a. Any response shall be submitted as UNCLASSIFIED with a capability delivery overview at a maximum of eight (8) pages. The below information in 3a should be included in a cover letter and will not count against the maximum of eight (8) pages.
b. The Government may elect not to respond to submissions received in response to this RFI with individual responders. There is no requirement to respond to the RFI to be eligible to propose on the planned RFP. However, the Government intends to review and consider all information received to finalize its acquisition strategy.
3. The Government would like specific feedback on the following:

4. Disclaimer. The Government does not intend to award a contract based on this
RFI. This is not an RFP. This RFI is solely to capture information for planning purposes and does not constitute a solicitation. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract/agreement. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. Respondents will not be notified of the results of the review. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly marked and clearly identified.
Proprietary information received in response to this sources sought will be safeguarded and handled in accordance with applicable Government regulations.
5. All questions and responses should be submitted to Rachel Edwards, Rachel.Edwards@jsf.mil and Barbara Phillips, Barbara.Phillips@jsf.mil. Any requests for clarification must be received no later than seven (7) business days prior to the close of the RFI in order to receive a timely response. Responses to the RFI must be received no later than 3:00 PM EST on 8 November 2023.
