About this file

This document contains questions and answers regarding an upcoming solicitation for F-35 Program Unclassified IT Support services. The solicitation is expected to be released in first quarter 2024 and will support the Department of the Navy Naval Air Systems Command F-35 Joint Program Office. The incumbent contractor is General Dynamics One Source, LLC. A DCAA approved accounting system will be required and the contract value and small business set-aside determination will be made upon receipt of responses to this request for information. The work will require an office located within one mile of the JPO headquarters in Arlington, Virginia. Past performance requirements and whether a DCAA pre-award survey will be needed have not yet been determined. The solicitation release vehicle also remains undecided between Sam.gov and Seaport-NxG.

N00019-23-Unclassified RFI Questions and Answers

1. Is the DCAA Approved Accounting System mandatory? (Received 10/6/23) Yes, as we intend to award a Cost-Plus-Fixed-Fee contract.

2. Is the security clearance requirement only for PRIME or Subcontractor also need to hold the Top Secret clearance? (Received 10/6/23) The security requirement for subcontractors depends on the team but the overall contract must be at the TS/SCI level.

3. Is there an incumbent, or if this is a new requirement? If there is an incumbent, can you please provide the contractor name and contract number? (Received 10/6/23)

a. Contractor: General Dynamics One Source, LLC

b. Contract Number: GS00Q09BGD0030; N68335-19-F-0054

4. Would you please provide us with an approximate timeline for the RFP release? (Received 10/11/23) We are currently estimating to push the solicitation out first quarter 2024.

5. What will be Set-Aside for this opportunity? (Received 10/11/23) That will be determined after we receive the results of the RFI.

6. What will be the contract value for this opportunity? (Received 10/11/23) The intent is for this opportunity to be a competitive solicitation.

7. In addition to the cover letter, please confirm that the cover and table of contents are excluded from the page count. (Received 10/20/23) The cover letter will be excluded.

8. Does the RFI have a RFI Response Number? (Received 10/19/23) No

9. Does the Government plan on holding an Industry Day for this opportunity? (Received 10/19/23) That has not been determined at this time, but if it should happen, it will be publicly released.

10. Will the Government advise the estimated/target date for release of the final RFP on Seaport? (Received 10/19/23) We estimate to push the solicitation out first quarter 2024.

11. Paragraph 3.3.15 Project Management, Enterprise Architecture, Emerging Capabilities, and Testing refers to the JPO Service Solutions Management Tool. Paragraph 3.3.15.1 Requirements Management refers to the F-35 JPO approved Service Desk solution. Would you please provide us what tool or tools the JPO is currently using for the two tools mentioned? This would help us in tailoring our response. (Received 10/19/23) The current tool is BMC Helix.

12. SOW 3.1.2 references an Attachment 2 Workforce Qualifications spreadsheet. Can the Government please provide that? (Received 10/19/23) No, the SOW will be updated to remove that.

13. SOW 3.1.2 requires the Contractor to have an office within 1 mile of JPO headquarters in Arlington. SOW 3.1.4 allows telework, subject to COR/KO approval. Will the Government confirm that the requirement for the Contractor to have a facility within 1 mile of JPO headquarters is a firm requirement? (Received 10/19/23) Yes, that is a firm requirement. A contractor site within 1 mile of JPO HQ is where JVE account provisioning, onboarding, and some help desk operations currently occurs. A departure from this would significantly impact operations within the JPO.

14. In the Performance Work Statement (PWS), Section 3.1.2., Facilities, it states: "The Workforce Qualifications Spreadsheet (Attachment 2) displays how many personnel are required to be seated in Government versus Contractor provided space." However, there is no Attachment 2 available on the SEAPORT NxG website or in the PWS. Can the government please detail this requirement, or, better yet, make Attachment 2 available so we can discern the details of this requirement? (Received 10/20/23) No, the SOW will be updated to remove that.

15. Will the government require Past Performance and, if so, what will be the recency requirement? (received 10/24/23) The acquisition strategy has not been determined at this time, this Request for Information is for research purposes only.

16. Will Offerors be required to have at the time of proposal submission in response to release of a formal Solicitation a DCAA Approved Accounting System in order for their proposals to be considered for award or will the government be requesting a DCMA/DCAA Pre-Award Survey and subsequent DCMA/DCAA Audit support of the Offerors Price Proposal after an Offeror has submitted its proposal? (received 10/24/23) This will be determined and put in as part of the requirements once the solicitation is released.

Caveat* Although it may not a be technical requirement, it will be a contractual requirement, therefore the contractor proposal must demonstrate the contractor’s ability to meet the requirements stated in the request for proposal at time of submission.

17. Can the government please confirm that the acquisition approach is intended to be full and open and not a small business set aside? (received 10/24/2023) The acquisition strategy has not been determined at this time, this Request for Information is for research purposes only.

18. Will the RFP be released on Sam.gov, or on Seaport-NxG?
