Request for Information Tank and Pumping System (TPS)

DISCLAIMER: THIS IS A REQUEST TO DETERMINE POTENTIAL SOURCES CAPABLE OF

FULFILLING THIS REQUIREMENT ONLY. This Sources Sought is issued solely to conduct market research to confirm the capability can be competed amongst vendors. As part of market research, this announcement is not a notice of solicitation issuance. This Sources Sought does not commit the Government to contract for any supply or service whatsoever. In accordance with FAR 52.215-3, the Government does not intend to award a contract based on this solicitation or to otherwise pay for the information solicited. Your response will be treated as information only.

It shall not be used as a proposal. Further, Federal Emergency Management Agency (FEMA) is not at this time seeking proposals and will not accept unsolicited proposals. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated with responding to this Sources Sought will be solely at the interested party’s expense. Not responding to this Sources Sought does not preclude participation in any future Request for Proposal (RFP), if one is issued. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review.

Respondents shall identify any proprietary information in its RFI response. Information submitted in response to this confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. FEMA reserves the right to utilize any non-proprietary technical information in the anticipated PWS or solicitation. Vendors should not send any material that requires a non-disclosure agreement or identify information that is business sensitive.

Although it is not necessary to address in their response, respondents shall be aware of any potential, actual, or perceived organizational conflicts of interests. Any real or potential conflicts must be sufficiently mitigated prior to a contract award. For further guidance, refer to the Federal Acquisition Regulation, Part 9.5.

DESCRIPTION

The FEMA Administrator directed the development and inclusion of Residential Fire Sprinkler System(s) (RFSS) in all new Manufactured Housing Units (MHUs) procured by FEMA. To provide a system capable of deployment anywhere in the contiguous United States, a standardized water supply system consisting of a water storage tank a pump, and ancillary controls must be provided.

FEMA will provide a Tank and Pump System (TPS) with each MHU to comply with the requirements of NFPA 13D and applicable local codes and ordinances. Depending on the design of a particular MHU, FEMA will use either a TPS that is installed outside of the MHU (i.e., an External TPS), or a TPS that is installed in a dedicated closet inside the MHU (i.e., an Internal TPS) to

Washington, DC provide the required water supply and pressure for the residential fire sprinkler system. External and Internal TPS units are not interchangeable; the requirements for External and Internal TPS units are similar yet distinctly different and, in the case of some features, mutually exclusive.

REQUIREMENT: For more details, review the attached DRAFT Statement of Work (SOW). The DRAFT SOW contains distinct requirements for the three elements of the program and place of performance. Furthermore, please complete questionnaire that has been included as part of this

RFI.

ESTIMATED PERIOD OF PERFORMANCE:

The anticipated period of performance shall be one base year and four- twelve-month option periods. However, the Government's decision as to continue with the contract, upon annual review, will be based upon successful performance during each previous year and continued need. Review the attached DRAFT CLIN Structure for contract type details.

RECOMMENDED NAICS CODE: 333996 – Fluid Power Pump and Motor Manufacturing, Business Size Standard 1,250 employees. (For rebuilding machinery or equipment on a factory basis, or equivalent, use the NAICS code for a newly manufactured product. Concerns performing major rebuilding or overhaul activities do not necessarily have to meet the criteria for being a “manufacturer” although the activities may be classified under a manufacturing NAICS code.

Ordinary repair services or preservation are not considered rebuilding.)

RESPONSE INSTRUCTIONS:

Interested parties are requested to respond to this Sources Sought in the following manner.

“ TPS Capability Statement” shall be in the subject line of your e-mail. All responses shall be unclassified, with proprietary information clearly marked. The document format shall be either Microsoft Word (.doc or .docx) or Adobe Acrobat (.pdf) formats. Pages shall be 8.5 inch by 11 inch and shall use 12-point Franklin Gothic Book font type, except for charts, graphs, or tables, which shall not be smaller than 10-point font. Responses shall not exceed five (5) single-sided pages in length including images, data displays, charts, graphs, and tables. Page limitation does not include one (1) cover page. Do not include promotional materials. Any submission exceeding the page limit will not be reviewed.
