This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 10.002(b)(2)(ix) to conduct market research. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ) or a promise to issue an RFQ/RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Bureau of Land Management (BLM) is not, at this time, seeking proposals or quotes and will not accept unsolicited proposals or quotes. Responders are advised that the Government will not pay for any information or administrative costs incurred in the response to this RFI;
all costs associated with responding to this RFI will be solely at the interested vendor’s expense. Not responding to this RFI does not preclude participation in any future RFQ/RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned.
This Government's requirement will include terrestrial monitoring surveys using the BLM’s Assessment, Inventory and Monitoring (AIM) protocols. Collecting monitoring data on BLM managed surface in the state of Nevada is required to support documentation of the effectiveness of decisions established in BLM Resource Management Plans, treatment effectiveness, habitat evaluations, among other uses. The information contained here and in the attached Scope of Work reflects the Government's anticipated requirements as of date of this RFI.
This Request for Information (RFI)/Sources Sought Notice (SSN) is relative to the North American Industry Classification System (NAICS) 541620 Environmental Consulting Services.
The Small Business size standard for NAICS 541620 is $19.0 million. The Product Service Code (PSC) is B525, Special Studies/Analysis - Natural Resources.
Vendors capable of providing the requested services are encouraged to submit a statement, not to exceed ten (10) pages, documenting their capabilities of meeting all the requirements and their qualifications for completing the scope of work detailed in the Draft Performance Work Statement (PWS).
Additionally, the following information is requested to be included along with the RFI response.
1. Company name and address, to include emails address(es) and URL(s).
2. Company Points of Contact name, telephone number, and email address.
3. Organizational Unique Entity Identifier (UEI) number.
4. Business size status for the applicable NAICS code.
5. Your firm’s estimate or approach for submitting an estimate for the requirement.
6. Confirm if the required services are provided commercially by your firm.
7. Provide an estimate of the percentage of work that your firm anticipates will be subcontracted for this requirement.
8. Provide a capability statement illustrating your firm’s experience with large-scale, statewide quantitative inventory of terrestrial sample collection.
If your firm cannot provide all the services listed, please identify which can be provided by your firm directly and which would be subcontracted. Note: FAR 52.219-14 requires a small business will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract.
