About this file
This is a Request for Information (RFI) and Sources Sought Notice for GD&T and Model-Based Definition (MBD) training services to be delivered to Weapons Engineers at Robins Air Force Base, Georgia.
The Government seeks potential contractors to deliver high-quality, comprehensive professional training in ASME Y14.5 Geometric Dimensioning and Tolerancing (GD&T) Fundamentals & Practical Applications and Model-Based Definition (MBD) concepts. The training is unclassified and will utilize non-proprietary, open-source commercial courseware. The target audience consists of Weapons Engineers requiring training to read, interpret, and author highly accurate technical drawings for functional and repeatable component production. Contractors must furnish all training materials, textbooks, pocket guides, software licenses (if applicable for CAD environment demonstration), and instructional services. Required reference materials include GeoTol Pro (2020) or similar curriculum equivalent, including textbooks, pocket guides, and tolerance stacks guides for each student. The MBD module must address: 3D Product Manufacturing Information (PMI) creation; datum definition directly in 3D CAD environments; application of GD&T directly to solid 3D models; and understanding how MBD supports automated physical inspection, manufacturing, and downstream digital thread integration. Students will receive Official ASME Certificates of Attendance or industry equivalent upon completion.
The Government anticipates delivering training for approximately 1 to 2 distinct cohorts with cohort sizes of 15 to 25 engineers each. This acquisition is being contemplated as a commercial, firm-fixed-price contract or purchase order utilizing Simplified Acquisition Procedures (FAR Part 13). Responses to the Contractor Capability Survey must be received no later than close of business 28 August 2026 and sent via email to PCO Kyle Epperson (kyle.epperson.3@us.af.mil) and Technical/Program Representative William Miranda Torres (william.miranda_torres@us.af.mil). The Government proposed NAICS Code is 611430 (Professional and Management Development Training) with a size standard of $15.0 million. Small businesses, teaming arrangements, and joint ventures are encouraged to participate. This RFI is for market research and planning purposes only and does not constitute a formal solicitation, nor does it guarantee a future solicitation will be issued.

DISCLAIMER: This Request for Information (RFI) / Sources Sought Notice is issued solely for information, market research, and planning purposes. It does not constitute a formal solicitation (Request for Proposal or Request for Quotation), nor does it guarantee that a future solicitation will be issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents regarding any information submitted.
INSTRUCTIONS:
• The pages below contain a description of the GD&T and MBD training requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.
• If, after reviewing these pages, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.
ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:
• No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability. Please ensure that you provide a thorough response to each question.
If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs? Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this RFI is highly encouraged, but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.
• Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
• Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.
• Questions relative to this market survey should be addressed to the Procuring Contracting Officer (PCO).
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to deliver a robust, commercial training program on ASME Y14.5 GD&T Fundamentals & Practical Applications and Model-Based Definition (MBD) concepts.
Course/Focus Area
Target Audience Required Course Reference Materials
Certification Requirements
ASME Y14.5
GD&T Design & Applications & MBD Module
Weapons Engineers
GeoTol Pro (2020) or similar Textbook, Pocket Guide, and Tolerance Stacks Guide
Official ASME Certificate of Attendance (or industry equivalent)
This requirement is for professional training services. This acquisition is being contemplated as a commercial, firm-fixed-price contract or purchase order utilizing Simplified Acquisition Procedures (FAR Part 13). The projected requirement is to deliver training for approximately 1 to 2 distinct cohorts (cohort sizes of 15 to 25 engineers each).
The Weapons Engineers at Robins AFB require training covering core GD&T fundamentals to read, interpret, and author highly accurate technical drawings to produce functional and repeatable components.
Furthermore, to support the Air Force's digital engineering transformation, this program requires a dedicated Model-Based Definition (MBD) module. This module must address:
1. 3D Product Manufacturing Information (PMI) creation.
2. Datum definition directly in 3D CAD environments.
3. Application of GD&T directly to solid 3D models.
4. Understanding how MBD supports automated physical inspection, manufacturing, and downstream digital thread integration.
This combined approach will equip participants to work confidently with both traditional drawing-based layouts and modern model-based CAD environments.
