About this file
This Request for Information (RFI) seeks market research on U.S.-built Offshore Supply Vessels (OSVs) for potential lease or purchase by the U.S. Coast Guard to support operations in the Gulf of America and Caribbean Sea. The USCG is interested in vessels meeting specific technical parameters, including a maximum length of 300 feet, draft of 23 feet or less, speed of 12 knots or greater, 2,000 nautical mile range, ability to launch/recover two Coast Guard standard boats, and 21-day endurance. Desired vessel capabilities include accommodating 55-95 crew members, deck space of 2,250 square feet, communications systems compatibility, and potential modifications for military use.
Interested parties must submit responses electronically by 5:00 PM EDT on July 2, 2025, to specified USCG contacts. Responses should include a one-page vessel placement document, 5-page technical description, and a 2-3 page Rough Order of Magnitude (ROM) cost estimate in Excel format. An optional virtual Q&A session is available on June 27, 2025, for vessel owners, with vendors required to indicate participation intent by June 25, 2025. The RFI emphasizes that this is purely a market research effort, does not constitute a formal solicitation, and participants will not be compensated for their submissions.

REQUEST FOR INFORMATION (RFI)
Offshore Supply Vessels (OSVs) Available for Purchase and/or Lease
1.0 DESCRIPTION
This notice is a Request for Information (RFI) only. This RFI is issued by the United States Coast Guard (USCG) for information and planning purposes, pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. All participants are advised that the Government will not pay for any information or administrative costs that result from responding to this RFI; all costs associated with responding to this RFI will be at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
2.0 PURPOSE
The purpose of this RFI is to increase the USCG’s understanding of the status and availability of U.S. built, designed, and owned Offshore Supply Vessels (OSVs) and vessels with similar operational characteristics (e.g.: Platform Supply Vessels, Fast Supply Vessels, etc.). The USCG’s interest is to potentially lease, lease-to-own, or outright purchase multiple OSVs to be employed as U.S. warships. Additionally, the USCG is considering several different crewing strategies: contractor operated, a hybrid contractor and USCG crew, or a full USCG crew. These vessels would complement existing USCG surface asset capabilities to provide logistics support, potential limited law enforcement capability, increased maritime domain awareness, and be used to extend the range and endurance of other USCG surface assets in the Gulf of America and the Caribbean Sea.
The USCG seeks to understand what existing vessels satisfy or closely satisfy the preliminary capability parameters below and are available for the USCG to utilize as soon as possible, notionally within six months of contract award date.
Length 300 ft or less
Draft 23 ft or less
Vessel Speed 12 knots or greater
Range (at Economic Speed) 2,000 nm or greater
Small Boat Operations
Vessel shall have the capability (or be modified) to independently and efficiently launch and recover two Coast Guard Standard boats. The OSV shall be able to launch and recover boats up to sea state 4 (significant wave height of 1.2 – 2.5 meters).
Endurance Vessel shall be capable of operating underway without replenishment for at least 21 days, accounting for the potential crew accommodations listed below.
2 | P a g e
Exterior Deck Capacity
Vessel shall have a dry deck space of 2,250ft2 (post any vessel modifications).
Accommodations Vessel shall be capable of (or be modified) to accommodate berthing at least 55 and up to 95 crew.
Communications
Vessel shall be capable of having space, weight, power, and cooling for installation of unencrypted and encrypted information (voice and data) exchange systems to facilitate communications with other government and military assets.
3.0 REQUESTED INFORMATION / DELIVERABLES
In response to this RFI, the USCG requests that the following information and deliverables be provided. Note: the USCG is interested to understand how the modifications described herein would be accomplished in a modular fashion:
1) Placemat or one-pager detailing the general design characteristics and capabilities of an existing vessel(s) that satisfies or closely satisfies the parameters outlined in Section 2.0.
See attached placemat template in Appendix A as an example. The following information must be included in the placemat:
a. Open deck space area that is available for modification. Please specify whether the open deck space area is wet or dry. If wet, describe how the deck can be modified into a dry deck.
b. Total crew accommodations.
2) Describe how the vessel(s) could be modified to increase the number of crew accommodations. Please include an estimate for maximum total accommodations both for the vessel(s) as is, and if modified.
3) Describe the existing storage capacity on the vessel(s) and what modifications can be made to increase storage capacity.
4) Describe what dedicated workspaces the vessel(s) has and how they could be modified to support additional dedicated workspaces.
5) Describe how the vessel(s) would safely and efficiently embark and disembark personnel at-sea, from boats (e.g.: via a Jacob’s ladder or other means).
6) Describe an estimate for maximum fuel capacity, how the vessel(s) could be modified to increase total fuel capacity, and any major impacts such modifications would have on vessel performance.
7) Identify if the vessel(s) is capable of refueling other vessels at sea, and if not, what modifications would be necessary to add that capability.
8) Identify when the vessel(s) was delivered and the remaining service life of the vessel.
3 | P a g e
9) Identify the maximum sea state at which the vessel(s) can safely operate.
10) Describe how and where the vessel(s) could be modified to add four (4) .50 caliber machine gun mounts with secure storage capacity for small arms and .50 caliber and small arms ammunition.
11) Rough Order of Magnitude (ROM) pricing for the following. Note: in a potential leasing arrangement, it is the expectation that the vessel(s) shall have and maintain a valid Certificate of Classification.
a. The cost to purchase a vessel(s) that satisfies or closely satisfies the parameters outlined in Section 2.0.
b. The cost to lease with the option to purchase a vessel(s) that satisfies or closely satisfies the parameters outlined in Section 2.0.
c. The cost to fully crew and lease a vessel(s) that satisfies or closely satisfies the parameters outlined in Section 2.0.
d. The cost to modify and install two (2) boat davits on the vessel(s).
e. The cost to modify a wet deck space area to a dry deck space area, if applicable.
f. The cost to increase the total number of crew accommodations on the vessel(s).
g. The cost to increase total fuel capacity of the vessel(s) and to modify the vessel(s) to provide refueling at sea capability, if applicable.
