About this file
This is a Request for Information (RFI) issued by AFLCMC/EBUW, Aircraft Guns to conduct market research and identify sources capable of manufacturing M61A1/M61A2 (20mm) gun system checking fixtures for the Department of the Air Force. The fixtures are specialized diagnostic, alignment, and calibration tools that enable armament maintainers to test, troubleshoot, and validate aircraft gun systems and components on a workbench before installation into F-15, F-16, and F-22 aircraft. The fixtures ensure interface compatibility with linkless ammunition feed systems and prevent catastrophic gun malfunctions. The RFI lists 16 specific fixture and gage items across three aircraft platforms, with part numbers, Federal Supply Class (FSC) codes, and National Item Identification Numbers (NIIN).
Prospective contractors must demonstrate capability in producing highly precise components with tolerances to 0.0001 inches, manufacturing directly from Technical Data Packages (TDP) containing engineering drawings and 3D CAD models, maintaining an established Quality Management System (ISO 9001, AS9100, or IATF 16949), and providing documentation of tolerance compliance. Responses to the Contractor Capability Survey (Parts I and II) must be received by close of business May 26, 2026, and submitted via email to Ricardo Jones (ricardo.jones@us.af.mil) and Stephen Green (stephen.green.20@us.af.mil). The proposed NAICS code is 332994. No set-aside decision has been made; however, the government will determine strategy based on small business responses and demonstrated capability. The RFI explicitly states this is market research only, no contract award will be made based on this solicitation, and the government will not reimburse participation costs. All submissions become government property and will not be returned.

Request for Information (RFI) M61A1/M61A2 (20mm) Checking Fixtures
CAUTION:
This Request for Information (RFI) is issued by the AFLCMC/EBUW, Aircraft Guns to conduct market research and identify sources capable of procurement of M61A1/M61A2 (20mm) gun system checking fixtures. These fixtures will provide units with the essential capability to test, troubleshoot, and validate the serviceability of aircraft gun systems and their components.
The equipment will enable comprehensive checkout of various components within the M61A1/M61A2 (20mm) gun system. These checking fixtures will ensure all components meet performance standards, facilitate accurate identification and location of malfunctions, and enable effective bench testing, troubleshooting, and repair. The M61A1/M61A2 (20mm) gun systems provide critical firepower for airborne and ground engagements against lightly armored targets, including aircraft, personnel carriers, vehicles, surface craft, and personnel. These gun systems are integral to the Air Force's F-15, F-16, and F-22 aircraft.
The absence of these guns system checking fixtures will prevent units from adequately testing, troubleshooting, and validating the serviceability of aircraft gun systems and components. This deficiency will lead to unserviceable components, rendering weapon systems non-operational and resulting in aircraft being designated Non-Mission Capable (NMC) or Partially Mission Capable (PMC). This directly and negatively impacts combat readiness. Historical data demonstrates a consistent need for this capability, with past requirements execution exceeding OSD goals.
Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey. All submissions become Government property and will not be returned.
FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997)
(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
c) This solicitation is issued for the purpose of conducting market research to identify potential sources.
INSTRUCTIONS:
1. The document(s) below contain a description of the M61A1/M61A2 (20mm) Checking Fixtures requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting this requirement. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.
3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:
a. No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability.
Please ensure that you provide a thorough response to each question. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs? Providing evidence of this arrangement, e.g. emails, letters, etc. that demonstrates a united response to this RFI is highly encouraged but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.
b. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
4. Both large and small businesses are encouraged to participate in this Market Research.
Joint ventures or teaming arrangements are encouraged.
5. Questions relative to this market research should be addressed to the PCO Mr. Ricardo
Jones at ricardo.jones@us.af.mil responses to this request for information must be received no later than close of business 26 May 2026.
mailto:ricardo.jones@us.af.mil

Description
The Aircraft Guns Program Office procures and sustains all support equipment for the 20mm gun systems for the Department of the Air Force (DAF). The goal of the RFI is to identify potential sources that are ready-to-produce specific support equipment for the F-15, F-16, and F- 22 gun systems.
Checking fixtures for the M61A1 and M61A2 20mm gun systems act as specialized diagnostic, alignment, and calibration tools. They allow armament maintainers to physically verify, test, and repair the gun's complex mechanical components on a workbench prior to installing the system into the tight confines of an F-15, F-16, or F-22.
The DAF is seeking capability information to produce and verify that tolerances meet strict technical order standards to prevent catastrophic gun malfunctions, and allows maintainers to test sub-assemblies, such as clearing sector, breech bolts, and firing pins outside of the aircraft.
Checking Fixtures ensure the interface between the gun and the link less ammunition feed systems (chutes and drums) have a smooth transfer and extraction of 20mm rounds and spent casings.
Some of the capabilities required include, but not limited to:
1. Ability to produce highly precise components, tolerances to the 0.0001”. Precision grinding or similar techniques will be required for some parts/components. (See Appendix A for sample picture and dimensioning)
2. Manufactures directly from the provided TDP. This package contains authoritative engineering drawings, 3D CAD models, material specifications, and tolerance limits.
3. Requires evidence of an established Quality Management System (QMS) (e.g., ISO 9001, AS9100, or IATF 16949) to ensure process consistency and continuous improvement.
4. Must have ability to provide documentation of tolerance compliance (i.e. calibration sheet).
Note: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can manufacture M61A1/M61A2 (20mm) gun system checking fixtures to drawing specifications (build-to-print). The information provided in the RFI is subject to change and is not binding on the Government. The DAF has not made a commitment to procure any of the items/services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
