Request for Information Summary

This is a Request for Information (RFI) from the U.S. Department of Education, Institute of Education Sciences (IES), regarding market research for the Program for International Student Assessment 2029 (PISA 2029). The Department intends to award a contract with a 12-month base period and three optional 12-month periods to conduct PISA 2029 in the United States during the 2028-29 academic year. PISA is an international assessment measuring 15-year-old students' reading, mathematics, and science literacy. The contract will include student assessments and questionnaires, with an optional task to collect teacher questionnaire data. The proposed contract type is Firm Fixed Price.

Interested parties must submit capability statements no longer than 10 pages (single-spaced, 12-point font, one-inch margins) addressing seven required content areas: entity name and contact information including Unique Entity Identifier (UEI); entity size status and socioeconomic categories under NAICS code 541720; identification of any unduly restrictive language in the draft Performance Work Statement (PWS); questions about the draft PWS; assessment of small business subcontracting opportunities; questions about the Firm Fixed Price contract nature; and identification of any applicable Government-wide contracts. The RFI solicits responses to four specific questions regarding clarity of the draft PWS goals, cost reduction opportunities while maintaining quality standards, information needed to improve pricing accuracy for a fixed-price contract, and other changes to better achieve the program's purpose. Responses must be emailed to Alyson Allman at Alyson.allman@ed.gov by May 21, 2026, at 12:00 p.m. ET. This RFI does not constitute a commitment to conduct a future solicitation, and participation is voluntary with no government reimbursement for response costs.
