About this file
This is a Request for Information (RFI) issued by the State of Michigan Department of Corrections (MDOC) Michigan State Industries (MSI) regarding outsole blockers for correctional facility shoes. The RFI seeks market information on outsole blocker types, testing methods, and industry best practices to inform potential future procurement strategy and the development of a Request for Proposal (RFP). The current outsole blocker specification requires units in sizes 7 through 17, manufactured from CPM-142 ST RUVA material in black oil-resistant composition using Mold SMP-06, with detailed technical requirements including NBS abrasion resistance of 90-100%, specific gravity of 31 +/- 2.03g/cm³, hardness of 66 on the C scale, tensile strength of 35+/- KG/CM, elongation of 230, tear strength of 15+ KG/CM, and Ross Flex testing at -20°C with zero cut growth at 7,500 flexes. The RFI was issued on April 17, 2019, with a deadline for vendor questions on April 23, 2019, and a response deadline of May 1, 2019. Vendors are required to submit one product sample along with specification sheets and Certificates of Analysis to the MDOC Procurement office in Lansing, Michigan, and may be invited for oral presentations at the State's discretion.
The RFI contains no pricing information, as this is an informational gathering document intended to educate the State on available options rather than solicit bids. There are no set-asides, incumbent information, or contract award details provided. Vendors are encouraged to propose alternative specifications with justification and to provide detailed responses addressing product composition, testing recommendations, documentation requirements, and prior experience serving institutional and correctional industry clients. All response information becomes property of the State and is subject to disclosure under Michigan's Freedom of Information Act. The State reserves the right to incorporate selected specifications and products into a future RFP at its sole discretion, and vendors are not required to participate in any subsequent formal procurement process.
