About this file

This is a Request for Information (RFI) issued by the Michigan Department of Corrections (MDOC), Michigan State Industries (MSI) division, seeking market information on outsole blockers for correctional facility shoes. The RFI was issued on April 17, 2020, with a question submission deadline of April 23, 2020 at 3:00 p.m. EDT, answers to be posted April 24, 2020, and a response deadline of May 1, 2020 at 3:00 p.m. EDT. MDOC requests samples of outsole blockers accompanied by specification sheets and Certificates of Analysis to be submitted to the procurement contact, Cathy Carr, at the Grandview Plaza Building in Lansing, Michigan. The RFI specifies that outsole blockers must be available in sizes 7 through 17, feature black oil-resistant outsoles with current specification CPM-142 ST RUVA, include mold SMP-06, and meet detailed performance requirements including NBS abrasion resistance of 90-100 percent, specific gravity of 31 +/- 2.03g/cm³, hardness of 66 +/- scale C, tensile strength of 35+/- KG/CM, and Ross Flex testing with zero cut growth at 7500 flexes at -20°C. Vendors are encouraged to propose alternative specifications with justifications and may submit multiple options. The RFI is intended to gather information to assist the state in developing program strategy and a potential future Request for Proposal; this RFI itself is not an offer to enter into a contract.

The RFI includes no pricing information, as it is a market research document designed to understand product types, testing methods, and industry best practices rather than solicit pricing proposals. The state will not reimburse vendors for costs incurred in preparing or submitting responses. All responses will become property of the State of Michigan and are subject to disclosure under Michigan's Freedom of Information Act. The state reserves the right to invite select vendors for oral presentations and will determine in its sole discretion which, if any, products or alternative specifications will be incorporated into a future RFP. Vendors with experience providing outsole blockers to institutional and correctional facilities are specifically encouraged to provide details of previous sales and customer references.
