About this file
This is a qualifications questionnaire for vendors bidding on a large-scale airshow contract to be executed on a military installation. The document contains 20 evaluation questions organized into five sections assessing company capabilities, scope of services, staffing, safety/security/compliance, and business/cost structure.
The Company Capabilities & Experience section (Questions 1.1-1.4) requires vendors to demonstrate multi-day airshow experience with 100,000-200,000 attendees, provide a portfolio of at least three similar events from the past five years, document experience navigating Department of War and Department of the Air Force regulations and security protocols, list relevant certifications or memberships (such as International Council of Air Shows), and describe core competencies in performer booking, marketing, logistics, and emergency management. The Scope of Services & Technical Approach section (Questions 2.1-2.6) requests a detailed list of turnkey services distinguishing between standard and optional offerings, typical planning timelines and phasing milestones, performer selection and booking methodology, site layout and logistics management approach, marketing and public relations execution process, and ticketing/credentialing/access control procedures for various attendee categories. The Staffing & Key Personnel section (Questions 3.1-3.3) requires an organizational chart with resumes or biographies for key positions (Airshow Director, Operations Chief, Marketing Director), volunteer workforce management plans, and subcontracting approach documentation. The Safety, Security & Compliance section (Questions 4.1-4.4) demands comprehensive emergency response and safety plans with coordination details, Federal Aviation Administration regulatory experience and waiver process knowledge, environmental compliance and post-event cleanup procedures, and security plans for performers, static displays, and crowd control in a military environment. The Business & Cost Structure section (Questions 5.1-5.4) requires vendors to describe their business model (fixed-fee, percentage-based, or other), provide rough order of magnitude pricing for the specified attendance range, identify revenue-generating activities managed, detail insurance coverage types and limits, and explain financial management, accounting, reporting, and payment schedule procedures.
