About this file

This is a Request for Information (RFI) issued by the Naval Facilities Engineering Systems Command (NAVFACSYSCOM) Atlantic / Navy Crane Center seeking market research on bridge crane manufacturing standards and pricing. The RFI targets crane manufacturers (NAICS 333923) to evaluate the price difference between cranes manufactured to Navy standards versus those built strictly to Crane Manufacturers Association of America (CMAA) No. 70 commercial standards. Specifically, the Navy is researching a 10-ton, top-running, double girder bridge crane with detailed technical specifications including 98-foot span, 65-foot hoist lift, specific speed requirements, and 480Vac power.

Respondents are asked to provide comprehensive information including company details, project descriptions of similar Class B and C bridge cranes, documentation packages, hoist specifications, and their likelihood of proposing on future Navy crane solicitations. The RFI requires responses by July 18, 2025, submitted via email to Carman Norfleet. This is purely a market research effort, with no commitment to a future solicitation, and respondents will not be reimbursed for providing information. The primary objectives are to understand potential price variations and manufacturer interest in producing cranes to commercial standards for Navy applications.

NAVAL FACILITIES ENGINEERING SYSTEM COMMAND, NAVY CRANE CENTER

DISCLAIMER:

This notice is not a solicitation announcement and does not constitute a request for proposal, request for quote, or invitation for bid. This notice is a market research tool to assess crane manufacturers' interest in building cranes for the Navy that adhere to commercial standards and are priced competitively based on simplified requirements. The information will be used within Naval Facilities Engineering Systems Command (NAVFACSYSCOM) Atlantic / Navy Crane Center, Portsmouth, VA, to facilitate the decision-making process.

This notice is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. There will not be a solicitation, specification, or drawings associated with this notice. No reimbursement will be made for any costs associated with providing information in response to this announcement.

PURPOSE:

NAVFACSYSCOM Atlantic / Navy Crane Center is seeking industry information to evaluate proposed changes to Navy Crane Center bridge crane requirements. Navy Crane Center is performing a case study to compare the price of a recently procured bridge crane, utilizing Navy standards, to that of a bridge crane manufactured strictly to Crane Manufacturer’s Association of America (CMAA) No. 70 specification with the following characteristics:

One 10-ton, top-running, double girder, bridge crane for use indoors.

CMAA Service Class: “C” Span: 98 feet Hoist Lift: 65 feet

Hoist Speed: 28 fpm (+/-) Trolley Speed: 80 fpm (+/-) Bridge Speed: 150 fpm (+/-) Controllers: radio with detachable pushbutton Power: 480Vac/3 Ph/60 Hz with ground bar Walkways: full length drive and idle girder with crosswalk Floor to 85 lb./yd rail: 65’-6” No restricting hook travel requirements No restricting side or overhead interferences No runway loading restrictions Documentation: per CMAA #70

All interested businesses (large or small under North American Industry Classification System (NAICS) 333923) are encouraged to respond to this notice. Upon review of industry responses to this notice, the Government will determine the following: 1) The estimated price difference between a crane manufactured to commercial standards and a crane manufactured to Navy standards; 2) to determine the interest in providing Navy cranes that adhere strictly to commercial standards.

Responses Requested:

1. Provide the following company information: 1) company name; 2) business size under North American Industry Classification System 333923 size standard (1,250 employees);

3) address; 4) point of contact name/email/phone number.

2. Provide brief project description, delivery/installation location and total awarded price, for a Class B bridge crane that your company has manufactured that is similar to the project characteristics above. Please note that existing crane removal cost is not required.

Please describe any characteristics of your crane that may differ from the characteristics of the crane described above. Also, indicate if your crane included catwalks and if not, what the estimated cost of the crane with catwalks would be.

3. Provide brief project description, including delivery/installation location and total awarded price, for a Class C bridge crane that your company has manufactured that is similar to the project description above. Please note that existing crane removal cost is not required. Please describe any characteristics of your crane that may differ from the characteristics of the crane described above. Also, indicate if your crane included catwalks and if not, what the estimated cost of the crane with catwalks would be.

4. Describe what documentation package (i.e., submittals) you typically provide to your commercial customers. Examples include, but are not limited to, drawings, material certifications, tests, accident prevention plan, brake adjustment report, meeting minutes, etc.

5. Based on a hoist lift height of 65 feet, provide the cost of using a packaged hoist and if a packaged hoist is not available at this height, provide the maximum lift height that you would provide.

6. Does the addition of a motor encoder for closed loop controls result in customizing the hoist?

7. Have you previously proposed on Navy Crane Center contracts? If no, what has prevented you from proposing on Navy Crane Center contracts?

8. What is the likelihood you would propose on Navy Crane Center solicitations that specify cranes manufactured to CMAA No.70 standards?

Provide responses no later than July 18, 2025 via email to Carman Norfleet at carman.e.norfleet.civ@us.navy.mil.
