1. INTRODUCTION AND PURPOSE
The Department of the Army is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify sources capable of integrating Advanced Medium Mobile Power Sources (AMMPS) Kits onto either the 1-ton Light Tactical Trailer Heavy Chassis (LTT-HC) or the 2.5-ton M200A1 trailer. The Government owns the competitive Technical Data Package (TDP) for this integration, which will be provided as Government Furnished Information (GFI) under subsequent competitive action.
This RFI is for informational and planning purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The Government will not award a contract on the basis of this RFI, nor will it pay for any information submitted by respondents.
2. INSTRUCTIONS FOR RESPONDENTS
Interested parties are invited to submit a capability statement that addresses the questions in Section 3.
• Format: Responses should be submitted electronically in Microsoft Word or Adobe PDF format.
• Page Limits: The "Company Overview" section (3.1) is limited to two pages. There are no page limits for the other sections.
mailto:mary.a.suda.civ@army.mil mailto:shahaadah.c.nalls.civ@army.mil
• Proprietary Information: Respondents are advised not to include proprietary or classified information. However, if a response contains information that is considered proprietary, it must be clearly marked on a page-by-page basis. The Government will handle any marked proprietary information appropriately, though its submission is at the respondent's own risk.
3. INFORMATION REQUESTED
Please provide detailed responses to the following inquiries.
3.1 Company Overview
• Company Name, CAGE Code, and UEI.
• Primary Point of Contact (Name, Title, Phone, Email).
• Company size under NAICS code 336212. Please also list any other relevant NAICS codes and your company's size under each.
3.2 Past Performance & Experience
• Describe your company’s experience with integrating electrical and mechanical systems into vehicle or trailer platforms within the last 3 years.
• Provide specific examples of past projects involving the integration of power generation equipment (such as AMMPS kits or similar systems) onto trailers. Include the customer, the type of generator, and the quantity of units produced. For each project (Government or commercial), include the project name, a brief description, and its relevance to the requirements of this RFI.
3.3 Production and Integration Capabilities
• Provide the address of the facility where assembly and integration would take place.
• What is your company's maximum monthly production capacity for this type of integration?
• Describe your facility's capacity for storing trailers and generators, including any measures taken to protect them from the elements.
• Describe your company's capabilities for coordinating the shipping of the final integrated systems to their destination. What logistics and shipping methods do you typically use?
3.4 Programmatic Information
To enable respondents to develop a Rough Order of Magnitude (ROM), the Government is providing the following component details and baseline assumptions. The scope of work includes all efforts required to procure/fabricate mounting hardware, cabling, perform mechanical and electrical integration, and test the final system.
Integration Scope: The vendor is responsible for fabricating or procuring all mounting hardware, brackets, cables, and integrating/installing these components and GFE on the trailer IAW the government’s TDP.
Performance Requirement: The final integrated system must be capable of being safely towed on primary and secondary roads and must meet standard military requirements for environmental durability (e.g., resistance to rain, dust, vibration).
3.4.1Component & System Details (Government Furnished Equipment - GFE)
• Generator: AMMPS 60kW (MEP-1070A), with approximate dimensions of 75" L x 36" W x 50" H and a dry weight of 2,200 lbs. (this represents the largest generator). For all other equipment requiring integration see Appendix 1 below.
• Trailers:
• LTT-HC (1-Ton): Flat deck with approximate usable space of 96" L x 74" W.
• M200A1 (2.5-Ton): Chassis that will require a vendor-supplied flat deck or mounting platform. Approximate chassis length of 144".
• Detailed information is available in MIL-STD-633G, accompanying this solicitation.
3.4.2 Cost Estimate Instruction
Provide a Rough Order of Magnitude (ROM) cost estimate per system for the integration of
1) a PP-3106A Power Plant, and 2) a PU-2001A Power unit (reference appendices and MIL- STD 633G for clarifying information). This represents the most complex and least complex efforts, respectively. These estimates should be broken-down as follows:
• Non-Recurring Engineering (NRE) Cost (as a delineated cost from total cost, break down as desired for additional information).
• Recurring Per-Unit Production Cost (for each of the 50 units).
• Include a brief Basis of Estimate (BOE) explaining the methodology and assumptions used to derive your figures (e.g., estimated labor hours, material types).
• Describe any potential for cost savings or discounts based on volume (e.g., for orders of 10, 50, or 100+ units per month).
• Estimate lead time, from receipt of order, to begin initial production.
3.4.2.1 Assumptions:
• All GFE (generators, trailers with accessory boxes) will be delivered to the vendor's facility.
• The vendor is responsible for all non-recurring engineering (NRE) associated with designing the integration solution (e.g., drawings, analysis, tooling) to meet the performance requirements.
• The ROM should be based on an assumed production quantity of 50 units/system.
• The vendor is responsible for all labor, materials, and testing (e.g., factory acceptance test) required for the integration.
3.5 Engineering and Security
• Describe your company's engineering capabilities as they relate to mechanical and electrical integration.
• What quality control and inspection processes do you have in place to ensure compliance with a government-provided TDP?
• What is your company's current facility security clearance level?
3.6 Additional Information
Please provide any supplemental information that supports your company’s ability to meet the requirements of this RFI. This may include commercial literature or information on human factors, engineering, safety, or other relevant topics.
Appendix 1: Total candidate systems for Integration
This lists the full potential workload of trailer/generator combinations of candidate workloads. Additional details are available in the provided MIL-STD-633G.
