About this file

This Request for Information outlines requirements for prime vendor contracts to supply medical equipment and supplies to the United States Marine Corps. The Marine Corps Expeditionary Medical Systems wishes to award multiple prime vendor contracts between two to five vendors for a base year plus four option years. Vendors would supply 25 Authorized Medical Allowance Lists, an Authorized Dental Allowance List, and three medical kits on an indefinite delivery/indefinite quantity basis. The contracts would be firm-fixed price and competitively awarded at the contract line item number level based on lowest price technically acceptable criteria. Responses are due by October 23, 2020 and should include administrative details such as business classification and security clearance information.

REQUEST FOR INFORMATION FOR PRIME VENDOR CONTRACTS

Marine Corps Systems Command (MCSC), Expeditionary Medical Systems (EMS), wishes to determine industry capabilities in supporting an ongoing requirement to provide health care to all of its deployed members, as part of its commitment to meet operational requirements and for the general health and well-being of its forces. To meet this requirement, the United States Marine Corps (USMC) provides its Medical and Dental Battalions and unit medical personnel with authorized medical and dental supplies and equipment (Department of Defense-classified Class VIII medical equipment and materiel, to include medical-peculiar repair parts) necessary to treat patients in operational and field environments.

The Program Manager, Supply and Maintenance Systems (PM SMS), is responsible for the life cycle support of fielded medical systems. This life cycle support requires the procurement of Authorized Medical Allowance Lists (AMALs), the Authorized Dental Allowance List (ADAL), medical kits, and components to sustain the operational readiness of Marine Corps Health Service Support (HSS) units.

The AMALs, ADAL, and medical kits are highly specialized capability sets comprised of Class VIII supplies and equipment. The PM SMS EMS Team centrally manages and controls the configuration of 25 separate AMALs, the ADAL, and three medical kits for the USMC. Each AMAL/ADAL and medical kit contains a list of specific commercially available equipment; supplies; repair parts; tools; and Test, Measurement, and Diagnostic Equipment (TMDE) to provide a specific medical capability. There is overlap in list contents among the various AMALs, ADAL, and medical kits (e.g. sterile bandages appear on multiple lists), and the contents of the AMALs, ADAL, and medical kits are subject to periodic changes. Lists are routinely reviewed and updated every four years, and otherwise as required. A list of current AMALs, ADAL, and medical kits are provided in the table below. Further information can be obtained upon request by contacting Mr. Mark Urrutic at mark.urrutic@usmc.mil.

Historical Summary.

Over the previous four years, other than those items available through mandatory sources, the most efficient way to procure AMALs, ADAL, medical kits, and their components is through USMC Medical Prime Vendor contracts currently managed by PM SMS and the EMS Team at MCSC. The three current USMC Medical Prime Vendor contracts, awarded in March 2016, will expire in March 2021. The continued acquisition approach is for MCSC to award the follow-on multiple-award contract. The intention is to award between two to five USMC Medical Prime Vendor contracts for five years (one base year with four one-year option periods). The contracts will be Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with individual Delivery Orders (DOs) competed among the recipients. The Government will consider partially or fully setting aside this requirement for small business concerns if market research establishes that small business concerns are capable of meeting these requirements, taking the Small Business Administration’s Non-Manufacturer Rule into consideration. The Government does not intend to evenly split the award of DOs, but rather to competitively award to the recipient offering the lowest price technically acceptable (LPTA) at the CLIN level on each DO.

Delivery of all items will be delivered to one centralized location.
