About this file
This document contains questions and answers regarding a Request for Information for Prime Vendor Contracts. The Program Manager, Supply and Maintenance Systems is seeking to procure Authorized Medical Allowance Lists, an Authorized Dental Allowance List, medical kits, and components to sustain operational readiness for Marine Corps Health Service Support units. The current incumbent contracts are M67854-16-D-5014, M67854-16-D-5015, and M67854-16-D-5016. Between two to five vendors will be awarded to supply the medical products on an as-needed basis in response to future delivery orders. While a preference is for awardees to provide quotes for all items, partial quotes will be accepted. Kitting will not be a contract requirement.

REQUEST FOR INFORMATION FOR PRIME VENDOR CONTRACTS
M67854-21-I-5100
QUESTIONS AND ANSWERS
Q1: Is the mentioned ADAL only the field operatory unit (typically Aseptico field unit) or a kit comprising multiple items (field operatory, consumables, etc)?
A1: The ADAL is all-inclusive with the Dental Field Unit and Consumables, i.e. instruments, medications, gauze and other disposable products.
Q2: Is there a contract associated to the requirement? If yes, can you kindly provide the incumbent contractor and incumbent contract number?
A2: There is no incumbent as the current contract is still ongoing. The current Alternate Prime Vendor contracts are M67854-16-D-5014, M67854-16-D-5015, and M67854-16-D-5016.
Q3: Please clarify what are the products under the each TAMCN, or reference us to a master list.
A3: See Attachment 1. This is a sample list and is not all-inclusive.
Q4: Why is it the thought to competitively award Delivery Orders amongst the Recipients? Does that mean that the Prime Vendor contract at the Prime award level does not contain pre-establish prices for items to be delivered? In other words, if a DO will be awarded based on LPTA, at the time of the Delivery Order request, then an offeror could potentially be responding to hundreds of DO’s throughout the year and offer the prices available at the time of the DO—not a pre-established price, correct? In this scenario, it’s conceivable that an offeror could be a Prime Vendor recipient and never win a DO, correct?
A4: We do not have an all-inclusive list of items, as requirements will vary from order to order.
Therefore, we cannot have pre-priced orders. There is a minimum amount that we are planning to award to each Prime Vendor recipient. All future orders will be awarded based on LPTA at the item level. If a Prime Vendor recipient does not offer competitive prices in future orders, then they are not likely to receive a portion of that order.
Q5: Being that the 3 awardees of the current prime vendor contracts are all SDVOSBs to be a reseller and meet the Non-Manufacturer Rule, will the USMC consider seeking a waiver from SBA? Otherwise, none of the SDVOSBs will meet the NMR unless they provide products of another small business, made in the U.S. which wipes out access to our partnerships with large businesses (like 3M products) or TAA compliant product offerings.
A5: We intend to seek a waiver from the SBA.
Q6: We are keenly interested in obtaining any more information you could provide on the list in Table 1 of the RFI. Is there more detailed information available? Perhaps, from the previous solicitation?
A6: See Attachment 1. This is a sample list and is not all-inclusive.

Q7: Please provide what information you are requiring regarding the facility security clearance of the offeror.
A7: The information provided to the contractor will be unclassified and/or Controlled Unclassified Information (CUI). The contractor is not required or expected to have a Facility Clearance, and contractor personnel supporting this effort are not required to possess Personnel Clearance Levels.
Q8: Will partial quotes for certain AMALs, ADAL, and Medical Kits be allowed?
A8: It is preferred for the awardee to provide a quote for each item; however, partial quotes will be deemed responsive.
Q9: Are these Prime Vendor contracts awarded to many vendors that supply some, but not all, of these products?
A9: The intention is to award between two to five vendors. It is preferred that each awardee provide a quote for each item when quotes are requested.
Q10: How should the small business percentage use be calculated if all of an offeror’s business falls under Small Business NAICS codes and they are considered small?
A10: This question in the RFI does not apply to small businesses.
Q11: In regards to the whitepaper submission under the question of the Small Business participation is “potential business partners” a reference to subcontractors that offerors might use for this opportunity, or something else?
A11: Yes, “potential business partners” refers to subcontractors that offerors might use for this opportunity.
Q12: Can you provide a list of all equipment, consumables and requirements for each AMAL, ADAL and medical kit listed? Is this information available online?
A12: See Attachment 1. This is a sample list and is not all-inclusive.
Q13: Can a list of items, equipment, consumables and requirements be provided for each AMAL, ADAL and medical kit listed on Page One (1)?
A13: No, due to the sheer amount of line items and the uniqueness of each AMAL. Please see the sample list provided in Attachment 1.
Q14: Page Two (2) of the RFI under “Responses” mentions “Section 1 of the white paper”. We only see that Section 1 is required for a response to this RFI. Can you please confirm this, and that there are no additional sections?
A14: Yes, there are no additional sections.
Q15: Facility Clearances (FCL) would need to be obtained. Would the contracting office for this program be willing to work with capable offerors to obtain the required FCL prior to (or during) the proposal process?
A15: We are inquiring if you have a security clearance, but one is not required for this effort.

A16: The previous solicitation number is M67854-15-R-5004.
Q17: Is the current contract commercial or non-commercial?
A17: The current contract is commercial.
Q18: What type of contract is the current contract (fixed price, material, cost or a mix)?
A18: The current contract is firm-fixed price.
Q19: Can you please provide a copy of the current contract or IDIQ so that we can better understand the manufacturer mix, previous kitting projects, and volumes of the various products that have been supplied.
A19: No, we are not providing a copy of the current contract or IDIQ; however, see A2 above.
Q20: The RFI asks for the facility security clearance of the offeror. Is the offeror required to have a warehouse that has FCL granted by DCSA?
A20: This question was asked in the RFI for information purposes. The offeror is not required to have a warehouse that has FCL granted by DCSA.
Q21: Will direct factory shipments from the manufacturer or distribution partners be allowed to the end-users, or must it come from our warehouse?
A21: Yes, direct factory shipments from the manufacturer or distribution partners are permitted.
Q22: Will kitting be a contract requirement?
