About this file

This Request for Information (RFI) is a market survey issued by the U.S. Army Center of Military History (CMH) - Army Museum Enterprise (AME) and Army Contracting Command - Detroit Arsenal (ACC-DTA) to identify businesses capable of providing an advanced environmental monitoring system for 43 museum locations across 17 U.S. states, including Hawaii. The system must provide an independent, closed platform for collecting and transferring environmental data wirelessly, with specific technical requirements including data logging capabilities for temperature, relative humidity, and light exposure, secure cloud storage, and comprehensive software functionality for remote monitoring, emergency alerts, and data analysis.

The RFI seeks detailed vendor responses addressing compliance with federal procurement regulations, technical specifications, system capabilities, support and maintenance services, and pricing structures. Vendors must submit comprehensive responses addressing topics such as hardware communication methods, data logging precision, user access, cloud storage interfaces, emergency alert systems, training provisions, and pricing models. Responses are due by 12:00 PM EST on January 6, 2026, and must be submitted electronically in PDF format to Sydney Huston at sydney.r.huston.civ@army.mil. This market survey is for planning purposes only and does not constitute a solicitation or guarantee of future contract award.

REQUEST FOR INFORMATION/MARKET SURVEY REQUEST

For

ENVIRONMENTAL MONITORING SYSTEMS FOR ARMY MUSEUMS

DESCRIPTION OF INTENT:

THIS IS A REQUEST FOR INFORMATION (RFI), A MARKET SURVEY REQUEST IN SUPPORT OF THE FOLLOWING SURVEY. THIS REQUEST IS FOR PLANNING PURPOSES, AND SHALL NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT, INVITATION FOR BIDS, REQUEST FOR PROPOSALS/QUOTES OR AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. INTERESTED CAPABLE VENDORS ARE INVITED TO PROVIDE RESPONSES. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COST ASSOCIATED WITH THE SUBMISSSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO THE INTERESTED PARTIES FOR RESPONSES.

Additionally, your response will be treated only as information for the Government to consider. As previously stated, respondents will not be entitled to payment for direct or indirect costs associated with providing information in response to this RFI/market survey and any follow-up information requests. Furthermore, this request does not constitute a solicitation for proposals or the authority to enter negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. No solicitation document exists at this time, and calls requesting a solicitation will not be answered.

TOPIC:

The U.S. Army Center of Military History (CMH) – Army Museum Enterprise (AME) and Army Contracting Command – Detroit Arsenal (ACC-DTA) are conducting a market survey to identify businesses capable of providing an advanced environmental monitoring system for forty-three individual locations within AME.

The AME is responsible for the long-term preservation of critical Army historical assets, and this RFI seeks to identify modern solutions to enhance efficiency, mitigate risk, and ensure the integrity of these collections via an advanced environmental monitoring system that will function in all identified buildings. The system must provide an independent, closed platform for the collection and transfer of environmental data. The system must provide a mechanism for wireless, no-contact capture of environmental data within our museum collection spaces, and the mechanism to interface with secure cloud storage. This system will be utilized over the geographic entirety of 17 U.S. states to include Hawaii.

MARKET SURVEY RESPONSE AND QUESTIONS:

Each response is requested to include:

1. General and Compliance Information

a. Does the data logger and any associated equipment that is a required part of this purchase comply with the Buy American Act? (Y/N)

b. Does the data logger and any associated equipment that is a required part of this purchase comply with the Trade Agreements Act? (Y/N)

c. Does the data logger and any associated equipment that is a required part of this purchase comply with the Berry Amendment? (Y/N)

d. Will you provide information assuring that all software and hardware provided will be the most recent versions available upon delivery. (Y/N)

2. Technical Specifications

The forty-three Army Museum building structures of the AME are vastly different from one another. Some have robust WIFI capabilities, some have no capability. Cellular data can be sporadic and inconsistent throughout many of the museum buildings. Because of these known deficiencies, any system that communicates via internet connection or Bluetooth technology will not be considered.

a. Does the hardware communicate via a separate, closed system without any interference to existing networks?

b. Provide all options concerning how the hardware communicates/interfaces with the secure cloud storage site.

c. Do the data loggers record temperature, relative humidity (RH), and light exposure at a minimum interval of every 15 minutes or less, with readings in Fahrenheit, percentages, and lumen/lux/foot candles? (Y/N)

d. Do the data loggers record temperatures between -4°F and +120°F with an accuracy of +/- 1.6°F. (Y/N)

e. Do the data loggers record RH levels from 0 to 100% with an accuracy of +/- 5%. (Y/N)

f. Do the physical dimensions of the data loggers exceed L 4” x H 1” x W 3”? (Y/N) Please list hardware dimensions that fall closest to this requirement.

g. Describe how the hardware interfaces with secure cloud storage?

h. Describe the software package available in the secure cloud storage.

i. Does the software available in secure cloud storage allow tracking for integrated pest management?

j. Does your system include hardware options to collect data concerning water leaks? (Y/N)

3. System Capabilities and Software Functionality

a. Can all data collected by the loggers be accessed through a cloud-based service that can be viewed remotely. (Y/N)

b. Does the system support an unlimited number of users, each with a unique password? (Y/N)

c. Can you also configure unlimited administrative users who can view all data regardless of location? (Y/N)

d. Describe the system's emergency alert capabilities. Can administrators set custom temperature and humidity ranges that will trigger email and/or text alerts to all or select users if these custom settings are breached?

e. Describe the software's data analysis and reporting tools. Can data be formatted into graphs for comparison, and can the system produce remote, schedulable reports that are automatically emailed to multiple individuals?

f. What measures are needed to ensure data flow during outages?

g. Can the system be integrated with existing Building Management (BMS) or HVAC control systems?

4. Support, Training and Maintenance

a. What are your guaranteed customer service response times?

b. What type of training is included with the purchase?

c. Describe your support model. To what extent will reporting, troubleshooting, or IT configuration tasks be the responsibility of government staff versus your support team?

d. Describe the warranty time and coverage for all hardware components.

e. What processes are in place for sensor calibration to ensure reliable long-term accuracy?

f. Do you offer support and training from professional museum conservators?

g. Do you offer on-site services for building reviews that include understanding HVAC limitations and how preservation requirements can be met with available resources? Please describe the associated costs.

h. Do you offer virtual Monthly or Quarterly review of data by collections environment experts? Please describe the associated costs.

5. Pricing and Procurement Structure

In marking such data, please take care to mark only those portions of the data or materials that are truly trade secret or confidential (overbreadth in marking inappropriate data as “CONFIDENTIAL” may diminish or eliminate the usefulness of your response - see item 6 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected.

3. The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain.
