Request for Information (RFI) Expeditionary Fluid Analysis System (EFAS) An Oil Analysis System for the Air Force Oil Analysis Program
CAUTION:
The Government is conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for design, testing, and production of the Expeditionary Fluid Analysis System for use by United States Air Force (USAF) personnel. The level of security clearance and amount of foreign participation in this requirement has not been determined.
The Government does not own or have access to the technical data to build the EFAS. The Government does not have available an EFAS sample for potential suppliers to evaluate.
The Government has defined the technical requirements for the EFAS in the attached DRAFT Purchase Description (PD).
Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.
INSTRUCTIONS:
1. Below is the EFAS description along with the attached DRAFT PD document describing the EFAS requirement and a Contractor Capability Survey, which allows you to provide your company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

Expeditionary Fluid Analysis System (EFAS) An Oil Analysis System for the Air Force Oil Analysis Program
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet the requirements for design, testing and production of the EFAS as well as to obtain industry inputs that will be reviewed and considered for possible incorporation into the Government’s solicitation and resulting contract. The Government is looking to find commercial solutions that are ready for production or very close to fully developed and tested.
The Expeditionary Fluid Analysis System (EFAS) is a type of Non-Destructive Testing (NDT) equipment used to modernize oil analysis. The EFAS will be a rugged and portable test instrument operable from both 120/240 VAC and battery power. The EFAS will be capable of conducting real time at-platform testing of engine oil and lubricating fluids from all aircraft operated by the USAF. The EFAS will detect larger wear metal particles that are typical of serious engine mechanical system failure modes. The EFAS shall also have the capability to analyze hydraulic fluids and have limited magnetic chip detector (MCD) debris analysis capability. The detailed EFAS description can be found in the attached DRAFT PD.
It is anticipated that this requirement will be up to a ten year contract (one or two basic years to design, test, and approve three First Article (FA) test units plus up to eight option years). The projected total quantities on this contract (including three FA EFAS) will be a total fleet replacement of 266 units.

Part II. Capability Survey Questions
Note: If you plan to subcontract or partner with another manufacturer for any of the workload for this project, please clearly define what portion of the work you expect to complete in house. Also, please provide as many details as possible about your partner or subcontractor’s processes and capabilities, where applicable, in your responses to the questions below.
1. Business Practices:
a. Is your company presently involved in, or has it ever been involved in the manufacture of the tester that is identical to, or similar in form, fit, and function to, the EFAS described in the DRAFT PD attached to this questionnaire?
b. Are there established catalog or market prices for our requirement? If you offer this product or like product to both U.S. Government and commercial market, is the same workforce used for both the U.S. Government and general public? Is our requirement or a like product offered to both Government and commercial customers under the same terms and conditions? If not, what are the variances? Briefly describe any difference.
c. Considering the performance/technical capability outlined in the attached DRAFT PD and logistical requirements such as provisioning and AF TO, would your company consider this to be a commercial item/commercial like/commercial modified, or military unique? What is the Government presence/leverage in the market for this requirement?
d. Would your company be able to modify any of your commercial units to meet the requirements specified in the attached DRAFT PD? Would your company be able to modify any commercial units to meet the requirements specified in the DRAFT PD, with the exception of size and weight, but that would also automate oil analysis? Identify the expected amount of time your company would require to develop a solution.
e. Provide a list of consumables, and their respective quantities, that would be required to conduct analysis of 1,000 oil samples.
f. Does your company have experience conducting first article test with either the Air Force, or the Department of Defense? If you answered yes, what type of tests are conducted most frequently?
g. Are there any commercial business practices unique to your industry? If so, please describe.
h. How does your company make spare parts available to customers worldwide?
i. Would your company provide product literature (electronic format if available) such as commodity data sheets, brochures, pamphlets, booklets, etc., on similar oil analysis and fluid sampling equipment that your company produces?
2. Expertise:
a. Briefly describe the capabilities of your company (i.e., engineering capabilities, manufacturing capabilities, size of available facilities, etc.) and the nature of the goods and services you provide. Include a description of your staff composition and management structure.
b. How long has your company been in business and how many employees does your company have?
c. Describe your company’s past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer and/or Program Manager).
3. Configuration Management: Configuration management will be a critical aspect of any resulting EFAS contract. How may years do you anticipate being able to support a product meeting this requirement?
a. How do you support your product after it has been sold and delivered to the customer (i.e., resolving parts problems, design practices which avoid parts obsolescence, developing manual updates, product recalls, etc.)?
4. Production Rate:
a. Based on the experience and composition of your company, what would be an estimated production and testing time for three “first article” units outlined in the DRAFT PD?
b. What would be the production lead-time for the production units outlined in the DRAFT PD? Do you have to establish a new production line? Also, list any long lead time items (and estimated time) that you feel may impact production.
c. What would be your maximum manufacturing capacity (production units per month) to manufacture and test production units outlined in the DRAFT PD?
d. Describe how you would fill any short term emergency (surge) needs the Government may have without impacting the sustained production rate. What might your maximum surge capacity be?
5. Warranty:
a. What would be the level or extent of coverage in your company’s standard warranty for EFAS units of this configuration?
b. Would your warranty cover parts and labor at CONUS/OCONUS installations?
6. Quality:
a. What are the quality assurances or testing processes your company utilizes in its design, manufacturing, and inspection practices, such as ISO 9001, AWS, ANSI? Does your company practice lean manufacturing processes?
b. Does your company have established closed-loop FRACAS process as outlined in the DRAFT PD?
7. Testing:
a. Describe your capabilities and/or experience with development of and obtaining Government approval for test procedures and reports.
8. Technical Data:
a. Does your company have the capability to provide Air Force Technical Orders (T.O’s) covering illustrated parts breakdown (IPB), operation, maintenance and repair procedures?
b. Is your company familiar with the Air Force Technical Manual Contract Requirements (TMCR) in accordance with TM-86-01 and MIL-PRF-32216A?
9. Training:
a. Does your company provide DVDs or CD-ROMs for operation and maintenance training purposes with the sale of your product(s)?
b. Is your company able to develop video training to instruct the operation of your equipment.
10. Contract Issues:
a. Do you feel that your company would be able to provide firm-fixed prices for an EFAS of this configuration for ten years?
b. Does your company provide discount or price breaks on orders for large quantities? If so, what are the ranges?
11. Performance Specification:
a. Do you currently manufacture a product that meets ALL requirements of the DRAFT PD? If it doesn’t meet all requiremnts, are there specific requirements in the DRAF PD which would preclude your product (or company) from providing a viable solution to our requirement? Please be as specific as possible when answering.
b. Is there any requirement in the DRAFT PD that your company feels cannot be reasonably met by your company? Please be as specific as possible when answering.
c. What requirements can be met with modification to your commercial product? Which of your products most nearly meet the requirement? Please be as specific as possible when answering.
d. Please state any technology insertion ideas for the EFAS that would be suitable for this effort.
12. Subcontracting:
a. Do you anticipate that your company would need to subcontract any of the work required to complete provisioning, AF Technical Order as well as to meet the requirements outlined in the DRAFT PD? If so, what portion of the work might you anticipate to complete in house and what portion of the work might you anticipate would be subcontracted out?
13. Cybersecurity:
a. Do you have experience with performing Assessment and Authorization as part of Risk Management Framework using National Institute of Standards and Technology, NIST SP 800-53 controls? If yes, provide brief explanation.
b. Does your company have a mature software developmental process to include security consideration and integration? If yes, provide brief explanation. Capability Maturity Model Integration (CMMI) certified?
c. Do you have experience with the assessment process for the Evaluated Product List (EPL) for government approval of software for use on Air Force Network (AFNET)? If yes, provide brief explanation. Additionally, please answer the attached Appendix A (Application Request Worksheet) to the best of your ability for any software that is used for your material solution.
d. Are there any unique hardware requirements (i.e. I/O, processor speed, video, memory) or specific Ports, Protocols, and Services (PPS) required for the computer portion of your product? If yes, provide brief explanation.
e. Are you agreeable to use of a government-specified laptop/tablet to host software to operate your solution meeting this requirement?
f. Is your software compatible with Win10 (64-bit)?
g. Please see Appendix B for the Standard Desktop Configuration (SDC) 5.7.1 Application List. Are there any additional application or software products required for functionality/execution of your software product? If yes, provide brief explanation.
h. Does the laptop/tablet for your product communicate to instrumentation within the system via Ethernet? If so, is it required to have a static IP address for proper communication to instrumentation? NOTE: Use of SDC on AFNET requires all computers to be Dynamic Host Configuration Protocol (DHCP) enabled.
14. Calibration:
a. Does your product have instrumentation that requires calibration? If yes, provide brief explanation.
b. Is the calibration traceable to NIST? If yes, provide brief explanation and identify the specific NIST standards.
c. Is the calibration performed on the system as a whole? Or is it performed on individual instruments or subassemblies? Provide brief explanation.
d. Are the standards required for calibration commercially available?
