About this file

This is a Request for Information (RFI)/Market Survey issued by the U.S. Department of Justice, UNICOR (Federal Prison Industries, Inc.) on April 20, 2026, regarding dyno testing services for CAT C12 engines and Allison HD 4070 transmissions (Gen 3 and Gen 4) at the Glenville, WV facility.

The CAT C12 Engine Statement of Work requires vendors to initiate dyno testing within five working days of receipt and complete testing at a ratio of at least one test per work day. Engines must meet specific performance criteria including 430-435 HP, 1550-1650 foot-pounds of torque, optimal RPM of 1,475-1,500, maximum continuous RPM of 2,100, and fuel pressure of 70-75 PSI (up to 100 PSI at high idle). Vendors must provide complete dyno reports via email and hard copy, and if an engine fails, complete remanufacturing within 30 days with subsequent passing dyno reports. Remanufacturing may include top-end rebuild, bottom-end rebuild, or complete rebuild as determined by failed components. Additional requirements include painting engines CAT Yellow, providing one-year minimum warranty, and supporting a maximum of 70 engines under a one-year contract with one optional year. The Allison HD 4070 Transmission SOW contains comparable requirements with specific torque (1465 foot-pounds), power (465 HP), speed (1,700-2,300 RPM governed), and gear ratio specifications for both Gen 3 and Gen 4 models, also supporting maximum 70 units under identical contract terms.

Interested vendors must submit responses by Monday, April 27, 2026 at 11:00 AM EST via email to Daniel McCauley (daniel.mccauley2@usdoj.gov) and Aaron Mitchell (aaron.mitchell2@usdoj.gov), including company name, contact information, business size, and any other pertinent information. The RFI disclaimer clarifies that responses create no commitment or preference in any subsequent procurement process and all response costs are the vendor's responsibility.
