Request for Information (RFI) - Cranial Prosthesis - DCVAMC

Summary of the Statement of Work (SOW)

The Department of Veterans Affairs (VA), particularly the Washington DC VA Medical Center, seeks to provide cranial prostheses (medical-grade wigs) for veterans experiencing hair loss due to medical conditions or treatments such as chemotherapy, alopecia, or severe burns as well as fitting and cosmetology services to accommodate diverse cosmetic and cultural needs. This service is considered medically necessary and significantly contributes to the veteran's treatment plan by enhancing mental health and overall quality of life.

The VA aims to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed-price contracts to qualified small business vendors to fabricate and provide cranial prostheses.

The contract period will be for a Base Year of twelve (12) months, followed by four (4) twelve

(12) month option periods which will be exercised at the discretion of the VA. The awarded vendors must demonstrate the capability to produce high-quality cranial prostheses that meet specific medical-grade standards and professional fitting services that cater to diverse cosmetic and cultural needs of veterans, per VA's clinical specifications listed below:

Please also note the following general industry standards regarding the differences between a Medical Wig vs a Costume Wig:

Comparison of quality standards

Feature Medical Wig (Cranial Prosthesis) Costume Wig (Fashion Wig)

Purpose To provide a long-term, comfortable, and natural-looking hair replacement for those with medical-related hair loss, such as from chemotherapy, alopecia, or burns.

To temporarily change one's hairstyle for fashion, parties, theatrical productions, or holidays like Halloween.

Materials Hair: Typically made from high-quality, unprocessed human hair (Remy or virgin hair), which looks and feels natural and offers styling versatility.

Cap: Uses soft, breathable, and hypoallergenic materials like monofilament, silk, or fine lace that won't irritate a sensitive scalp. Many also feature medical-grade silicone for a secure, glueless fit.

Hair: Usually made from lower-cost synthetic fibers, such as acrylic or polyester, which can appear shiny or "plastic".

Cap: Often made with standard, non-lined, and less breathable fabrics that can feel scratchy against the scalp.

Construction Hand-tied: High-quality medical wigs often feature hand-tied hair, where individual strands are tied to the cap, allowing for more natural movement.

Machine-wefted: Hair is sewn onto strips of fabric (wefts), which are then sewn into the cap. This results in less natural movement

Seamless top: Techniques like silk tops or double monofilament construction hide the hand-tied knots, creating a realistic-looking "scalp" where hair appears to be growing naturally.

and a more manufactured appearance.

Fit and Security

Designed to fit securely and comfortably on a head with little to no hair. Adjustable straps and anti-slip silicone strips ensure the wig stays in place during daily activities, including exercise and swimming.

Typically one-size-fits-all, with adjustable straps that may not provide a secure fit for total hair loss. The cap can feel loose or less secure during movement.

Durability and Longevity

Built for daily, long-term wear and designed to last. With proper care, human hair medical wigs can last for years.

Made for temporary, occasional use and is not as durable. With frequent wear, the hair can lose its texture, tangle, and break down quickly.

Styling High-end human hair medical wigs can be styled with heat tools, colored, and washed, similar to natural hair.

Styling options are limited. Most synthetic costume wigs cannot be styled with heat, as it will melt the fibers. The hair also tangles easily.
