About this file

This document is a Request for Information (RFI) issued by the Air Force Life Cycle Management Center's Human Systems Division at Wright-Patterson Air Force Base. The RFI seeks to compile a multi-vendor listing of combat boots that simultaneously meet Air Force Dress and Appearance requirements (AFI36-2903) and Berry Amendment (10 U.S.C. 2533a) criteria. Manufacturers are asked to provide detailed boot information including manufacturer/vendor contact details, boot type (categorized by temperature ranges from hot to extreme cold weather), style/model, size range, and width range, along with a signed company letterhead memo self-certifying compliance.

The technical specifications require boots to be 8-10 inches in height, with soling material not exceeding 2 inches, and laced with plain rounded or rounded capped toes. Boots can have optional features like zippers or elastic inserts, and may or may not include a safety toe. The listing will be uploaded to an Air Force website accessible to all airmen and shared with Army and Navy footwear contacts. Responses should be submitted electronically to the point of contact, Mr. Donald F. Fleury, at his provided email address. The RFI emphasizes the Berry Amendment's requirement to prioritize domestically produced, manufactured, or home-grown products, which was originally enacted in 1941 to protect the domestic industrial base during wartime.

DEPARTMENT OF THE AIR FORCE

AIR FORCE LIFE CYCLE MANAGEMENT CENTER

HUMAN SYSTEMS DIVISION

WRIGHT-PATTERSON AIR FORCE BASE

The Air Force (AF), AFLCMC/ROU, is interested in compiling a multi-vendor listing of combat boots that meet both the AF Dress and appearance requirements outlined in AFI36-2903 and Berry Amendment (10U.S.C 2533a) criteria.

The purpose of the listing is to provide AF personnel a listing of manufacturer/vendor self-certified, Berry compliant combat boots that meet dress and appearance requirements. The listing (expand rows as needed) from all respondents is intended to be uploaded to an AF website available to all airmen. The listing will also be shared the Army and Navy footwear points of contact for whatever use they decide.

The relevant excerpt from attachment 2 (AFI36-2903) is “7.4.3.2 … Boots must be between 8 to 10 inches in height (measure at the back of the heel, from the flat surface to the top of the back of the boot) and soling material will not exceed 2 inches in height. Boots will be laced up with plain rounded toe or rounded capped toe with or without a perforated seam. The A zipper or elastic inserts may be worn; however, if worn, they will be without design. Boots can be either with or without a safety toe.”

Attachment 3, the Berry Amendment (USC, Title 10, Section 2533a), requires the Department of Defense (DOD) to give preference in procurement to domestically produced, manufactured, or home-grown products, most notably food, clothing, fabrics, and specialty metals.

Congress originally passed domestic source restrictions as part of the 1941 Fifth Supplemental DOD Appropriations Act in order to protect the domestic industrial base in the time of war.

Responding boot manufacturers will either use the table format shown below, or can utilize attachment 1, to list their boots. with a signed company letterhead memo stating (self-certifying) the combat boots in the attached boot listing meets both Air Force Dress and Appearance and Berry Compliant requirements.
