Request for Information
Persistent Surveillance and Detection along US Southern Border For PMOD’s Cross Border Tunnel Threat (CBTT) Program
Synopsis: -- This is a request for information (RFI) only. This is an RFI released pursuant to FAR 10.002 entitled Market Research Procedures. This RFI is solely for information, planning purposes, and market research only; it does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or a promise to issue an RFP or RFQ. This RFI does not commit the Government to contract for any supply or service. U.S. Customs and Border Protection (CBP) will not pay for any costs associated with responding to this RFI. All costs will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ. If CBP releases a solicitation, it will be posted on the Federal Business Opportunities website (FedBizOpps) located at: https://sam.gov/content/opportunities . CBP advises interested parties to monitor this website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All responses become the property of the Federal Government upon submission and will not be returned to vendors.
Purpose: -- This RFI seeks to obtain information on updated costs for the installation of Persistent Surveillance Detection (PSD) systems. Costs would be divided into two categories 1) the extension of a currently installed system in mile increments, 2) the full installation of a PSD system in a new location in two and/or four increments. Each estimate shall include, training costs, network integration, information assurance security costs, and any relevant information deemed appropriate. The offerings should meet a desired minimum threshold requested by CBP to meet operational requirements.
Background: -- This RFI is requesting updated cost estimates based on the requirements of the initial 6 miles of PSD deployed in Otay Mesa, CA; Yuma, AZ; Santa Teresa, NM; and Naco, AZ.
Capabilities: -- CBP is seeking PSD contractors who have the skills and capabilities to complete engineering, procurement, installation, and maintenance extending current PSD systems in their established locations and/or engineering, procurement, installation, and maintenance a set milage in a new location to be determined along the US Southern Border. PSD is required to extend current CBTT systems at each location. Government will procure site leases at each location for the equipment. Vendor shall provide electrical connectivity requirements at each location for the Government to determine if additional power will be required as Government Furnished Equipment.
Table 1 shows the critical operational features, attributes, and minimum thresholds CBP is seeking in a PSD capability.

Effectiveness Detect Sensitivity
The ability to detect underground seismic-acoustic signals.
Construction signatures are much easier to detect than tunnel use signatures; therefore, the CBTT primary mission is to detect tunnel construction. Other surveillance methods are used to detect tunnel use; therefore, the CBTT secondary mission is to detect or confirm suspected tunnel use. Because Analysis of Alternatives results cannot confirm the ability to detect Horizontal Directional Drilling (HDD) tunnel construction, detecting HDD excavation is an objective.
Mechanical excavation and equipment use.
Detect - Confidence
The ability to automatically discern or enable an operator to discern anomalous seismic-acoustic signals from ambient noise or false positive detections.
Note: Tolerance for false and nuisance alarms will be addressed at the functional level.
Pd ≥ 85% with a Confidence Level:
80%.
Accuracy Localize - Accuracy
The ability to geo-locate the source of underground seismic-acoustic signals in three dimensions to facilitate effective and efficient interdiction activities.
<Accuracy> Note: Location accuracy measured to any point within the tunnel volume to include side, top, or bottom surfaces

Determine Trajectory - Accuracy
The ability to determine the path of related underground seismic- acoustic signals as they progress over time.
Trajectory ± 45º
Surveil - Range
Range The PSD shall surveil a volume equivalent to the area below the Roosevelt Easement on the Southern border.
Laterally: 18 meters and depth 16 meters
Detect - Visualize
The ability to overlay detection, localization, and trajectory information, collected over time, on a geospatial display to facilitate an effective and efficient response.
Note: Alert is the Human Machine Interface (HMI) notification that is produced after the system has automatically discerned ambient seismic-acoustic signals from potential tunnel construction or usage.
No time constraint is provided. The OR-
CBTT-13, OR-
CBTT-23 and OR- CBTT-24 are continuous monitoring requirements that enable an operator requested alert, or provide an automatic alert notification when the system receives sufficient seismic-acoustic signal to trigger a detection.
Confirm - Breach
Visualize The CBTT sensors shall make mission data and its associated metadata available to the user.

Operational Requirement
Reliability The PSD shall have a high mean time between failures (MTBF).
MTBF ≥ 2000 hours
Readiness The PSD shall have a low mean down time (MDT).
MDT ≤ 72 hours
The PSD shall have a rapid mean time to repair (MTTR).
MTTR ≤ 24 hours
Maintainability The PSD shall receive system software updates remotely
Security updates
Maintainability The PSD shall allow authorized personnel to conduct remote system troubleshooting
Access to error logs
Product Support/Suitability -- CBP has strong interest in learning from industry how your organization would provide a cost-effective and time-sensitive product support strategy with specific interest on the following elements: maintenance planning and management; manpower and personnel; supply support; support equipment; technical data; training and training support;
computer resources; facilities and infrastructure; packaging, handling, storage, and transportation; design interface; sustaining engineering; and information technology systems continuous support. Please document if your organization has achieved a Sustainment Maturity Level of seven to eight on analogous programs of scope and complexity.
RFI Submission Requirements: --Submissions to this RFI are due to the government on April 19, 2024 by Noon, Eastern Time. Please send submission by email to:
subterraneanportfolio@cbp.dhs.gov, with the email subject line: “(Vendor Name) 2024 PSD RFI Response.” Responses should be in Microsoft Excel for the detailed cost estimate and Microsoft Word document file format for the cost summary purposes). The Government will review all RFI submissions upon receipt and will seek further clarification from respondents, if necessary.
The Government will not publicly disclose vendor proprietary information obtained during this effort. Consistent with the Government’s legal Obligations, CBP will safeguard information identified by a respondent as “Proprietary or Confidential: to the fullest extent of the law. Any information submitted by interested parties in response to this RFI may be shared by the Government with support contractors hired to assist the Government. This includes information marked as limited rights data, restricted computer software, subject to limited rights, or subject to restricted rights. The Government’s support contractors that have been, or that will be hired, are required to sign non-disclosure agreements restricting them from unauthorized use and disclosure of information that may be proprietary to third party companies. By submitting information in response to this RFI, respondents are agreeing to allow the Government to share the information they submit with the Government’s support contractors who are, or will be, covered by a non-disclosure agreement.
