About this file

This document appears to be a set of Government Responses to Questions related to a pre-solicitation Request for Information (RFI) issued by the Department of Homeland Security Customs and Border Protection (CBP) for Persistent Surveillance Detection (PSD) systems along the U.S. Southern Border.

The key details are:

  • The RFI seeks information on updated costs for extending an existing PSD system in mile increments, or for fully installing a new PSD system in two or four increments. Cost estimates should include training, network integration, information assurance security, and any other relevant details.
  • The government provided responses to clarify the meaning of certain references and definitions, including "OR-CBTT-13, OR-CBTT-23 and OR-CBTT-24" and "Sustainment Maturity Levels seven and eight" as defined in DHS/CBP's Technology Readiness Assessment and Manufacturing Readiness Assessment guidance.
  • The responses indicate that the empty cell in Table 1 is intended to repeat "Surveil - Range" from the cell above.

Text version

Reference Questions Government Response In Table 1 on page 3, in the far right column of the first row in the table there is a reference to "... OR-CBTT-13, OR- CBTT-23 and OR-CBTT-24..."

How can we find out what each of these specific references state?

Table 1, same page, in the same first row in the table, the far left column has an empty cell

Is that cell supposed to repeat "Surveil - Range" that is in the cell above it? Yes that empty cell is part of the section above.

On page 3, in the paragraph titled, Product Support/Suitability, the last sentence in the paragraph references "...Sustainment Maturity Level of seven to eight

What is DHS/CBP's specific definition of Sustainment Maturity Levels seven and eight?

A System maturity rating of 8 or 9 is defined in the Department of Homeland Security (DHS) Technology Readiness Assessment (TRA) Manufacturing Readiness Assessment (MRA) Guide, September 2020, below:

8 Manufacturing line capability demonstrated

Manufacturing and quality processes and procedures have been proven in a pilot line environment.

Manufacturing processes demonstrate acceptable yield and producibility levels.

Industrial capability is in place to support Low Rate Initial Production (LRIP).

Sources are available, including multi-sourcing where cost-effective or necessary to mitigate risk.

9 Manufacturing processes proven at capacity

The system is in production.

Materials are available to meet planned rate production schedules. Manufacturing processes and procedures are controlled in the production environment to meet appropriate quality levels.

Industrial capability supports Full Rate Production and is assessed to support modifications, upgrades, surge and other potential manufacturing requirements.
