About this file
This is a Request for Information (RFI) issued by the Air Force Life Cycle Management Center (AFLCMC) Special Warfare Contracting Office for an Electromagnetic Interference (EMI)-robust one-way attack (OWA) small unmanned aircraft system (sUAS). The Government is conducting market research to identify potential sources capable of providing a complete system leveraging commercial off-the-shelf (COTS) components with in-house custom components and an Electronic Safe and Arm Device (ESAD) that is National Defense Authorization Act (NDAA)-compliant and avoids Chinese supply constraints. The system must integrate Global Positioning System (GPS), 4G/LTE/5G cellular connectivity, true frequency hopping between bands, and an optional repeater to extend operational range over 20 kilometers. The capability is designed for specialized individuals within Special Tactics Teams (STTs) to enable First-Person View One-Way Attack (FPV OWA) integration into core mission sets including Global Access, Precision Strike, and Personnel Recovery.
Key performance parameters include a threshold target range of 10 kilometers (objective 20 kilometers), ground-launched vertical takeoff and landing (VTOL) system, day and night configuration capability, operating flight time of 30 minutes without payload (45 minutes objective), 15 minutes with payload (30 minutes objective), kinetic payload capacity of 1.5 kilograms threshold (3.0 kilograms objective), and advanced GPS for denied operations at objective level. Additional system attributes require reusability during training, Electronic Safety and Arming Device capability, multiple payload options, ground station controller with optional ATAK UAS Plugin integration, communications extension payload/relay exceeding 20 kilometers, system portability of 30 pounds or less with payload (10 pounds objective), battery charge time under 90 minutes (60 minutes objective), wind tolerance up to 25 knots (30 knots objective), AES-256 encryption, and mean time to repair in field of 30 minutes (15 minutes objective). Responses are due electronically by 12:00 PM Eastern time on 17 April 2026, sent to Jamie Sclafani (Contracting Officer), Robert Riojas (Program Manager), and Joe Rojas. Responses must not exceed 15 pages and should include company information, product capabilities and specifications, pictures, training videos, architecture views, test results, ability to deliver 2 units within 6 months, rough cost estimates, development costs if applicable, current work on similar projects, commercial solution status, warranty terms, spare parts details, training information, product improvements, associated risks, and small business compliance details if applicable. This RFI is for informational and market research purposes only and does not constitute a binding solicitation or commitment to procure.

SUBJECT: Request for Information (RFI) – One Way Attack Small Unmanned Aircraft Systems (sUAS)
1. NOTICE
This Sources Sought Synopsis (SSS)/Request for Information (RFI) is issued for informational purposes and market research only; it does not constitute a solicitation. The Government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and/or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this posting.
2. BACKGROUND AND SCOPE
The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing an Electromagnetic Interference (EMI)-robust one-way attack (OWA) drone leveraging commercial off-the-shelf (COTS) components, a completed solution with in-house custom components and Electronic Safe and Arm Device (ESAD), that are National Defense Authorization Act (NDAA)-compliant and circumvent Chinese supply constraints. This system needs to integrate Global Positioning System (GPS), 4G/LTE/5G cellular connectivity, true frequency hopping between bands, and an optional repeater to extend operational range to over 20 kilometers (km).
Designed for specialized individuals within Special Tactics Teams (STTs), this capability will enable the integration of First-Person View One-Way Attack (FPV OWA) into core mission sets, including Global Access, Precision Strike, and Personnel Recovery.
3. CAPABILITY GAP
Air Force Special Operations Command (AFSOC) and Special Tactics (ST) units currently lack a purpose-built First-Person View (FPV) unmanned capability. This deficit restricts the force's ability to employ FPV systems in specialized mission sets and limits the development of standardized Tactics, Techniques, and Procedures (TTPs) essential for modern, high-intensity conflict.
