About this file

This document is a Request for Information (RFI) from the State of Oregon - Oregon Military Department for Solicitation #S-24800-00007949, which is related to a public improvement agreement for a Basewide Pavement Repair project in Multnomah County and the City of Portland. The project involves removing loose debris and overlaying asphalt patches, with an average depth of 2 inches. There will be no saw cutting or base repair required, as this project is intended to provide a temporary solution before a larger pavement contract is executed in Fiscal Year 2024. The RFI addresses several technical questions, including whether a mobilization bid item can be added to the bid schedule.

The contract opportunity is for the PANG Basewide Pavement Repair project, which involves multiple jurisdictions within Multnomah County and the City of Portland. The purpose of the project is to provide temporary pavement repairs before a larger pavement contract is executed in the future. The RFI indicates that there will be no bid item for additional depth of asphalt beyond the required 2 inches, and the total final price of the project will determine the winning bid.

State of Oregon - Oregon Military Department Invitation to Bid

Public Improvement Agreement

REQUEST FOR INFORMATION (RFI)

To Solicitation #S-24800-00007949

1A. Is the Patching sawcut/remove asphalt, recompact base and pave back?

- No saw cutting for this project. Remove loose debris and overlay asphalt patch. If saw cutting is required to patch an area, this will be addressed in a FY24 pavement contract.

1B. Is there going to be any base repair required?

- No, this is a patch and repair only. This project’s sole purpose it to buy time, before all new pavements are required.

2A. What should the contractor figure for the required depth of asphalt to be paved back?

- Average of 2 inch depth repair.

2B. Could there be a bid item for every inch or asphalt deeper than the required depth?

- Not on this contract

3. Can there be a mobilization bid item added to the bid schedule. This will help reduce unit prices since we wouldn't have to include a move in them.

- Separating mobilization as a line item is approved, however the total final price of the project will determine winning bid.
