HVAC SYSTEM

Requirements Document For 704th Test Group/846th Test Squadron

5 March 2025

1.0 PURPOSE

The 704th Test Group (704 TG) mission is to be the premier provider of unique test and evaluation capabilities relevant to tomorrow’s warfighter through world-class people improving technical excellence, cost-effectiveness, and agility. The 846th Test Squadron (846 TS) is assigned to the 704 TG. The 846 TS’s primary test capability is the Holloman High Speed Test Track (HHSTT) where they utilize rocket powered sled trains to simulate flight like environments and scenarios, to include aircraft egress and ejection testing to validate aircraft components.

The 846 TS requires a high-velocity HVAC system which will provide high pressure refrigerated and heated air to maintain rocket motor, instrumentation, camera, test asset, and other necessary equipment required operational temperature ranges.

2.0 SCOPE

The Contractor shall deliver a HVAC system with the following requirements:

A. The HVAC shall:

I. Be a packaged unitary system to generate heating, cooling, and dehumidification capacity.

II. Be installed upon a trailer with the ability to be moved overland 5 miles from the storage location to the testing location. The overland terrain is unimproved roadway.

III. Function in a desert environment, considering potential contamination by sand, and the wide variance of ambient conditions and solar loading.

B. The served systems:

I. Require approximately 1.5 tons of steady state cooling demand.

II. Require approximately 18,000 BTU/hr of steady state heating demand.

III. Are fit with only three (3) quantity 1.5” diameter nozzles to connect conditioned air and return air, each. Six (6) total nozzles.

IV. Are designed by others. Any change to heating or cooling demand is to be provided by the 846 TS.

C. Specifications:

I. Provide heating and cooling to test bay unit to control environment within the cockpit consistent with MIL-STD-810H Temperature Testing including testing by standard Test Methods 501.7 for high temperature, 502.7 for low temperature, and 503.7 for temperature shock.

a. Testing costs and iterations are not included in the pricing, additional fees will be required to participate and perform the testing.

II. Heating and Cooling equipment shall maintain cockpit comfort conditions per ASHRAE Standard 55 – Thermal Environmental Conditions for Human Occupancy with varying outside conditions per the MIL-STD-810H.

a. 846 TS to confirm all interior required environmental conditions and expected thermal loads.

III. The integrated system shall be shock and vibration resistant compliant with MIL-STD-810 H Procedure II – Loose Cargo Transport.

a. The integrated system is not expected to be required to meet MIL-STD-167-1 as this is a land-based system.

IV. The HVAC Sled shall feature:

a. An air handling unit with the capacity to deliver per defined capacity.

i. Air handler shall be ruggedized for shock and vibration.

ii. Air handler shall feature enhanced casings and filtration to protect against sand intrusion.

b. A chilled and hot water generation system to serve the unit with the appropriate fluid temperature to meet the loads and all ambient conditions.

c. The heat pump shall be ruggedized for shock and vibration.

d. Ambient coils shall be protected against sand abrasion and clogging.

e. Ambient fans shall be protected against sand intrusion and damage.

V. A control system to operate on a standalone basis to provide the conditioning required, including remote sensors to drive the conditioning system.

a. Control systems will be compliant with MIL-STD-461 Requirements for the Control of Electromagnetic Interference Characteristics of Subsystems and Equipment.

VI. A trailer capable of transporting all the equipment that:

a. Has a volume footprint of 8’ x 8’ x 8’.

b. Is compliant with MIL-STD-805 and all referenced military standards.

3.0 MILESTONES

The contractor shall deliver the HVAC system no later than 60 days ARO.

4.0 DELIVERABLES

The contractor shall deliver all hardware and documentation to 846 TS/TGTPM, Attn: Lt Jesiah Israel at 1521 Test Track Road, building 1179, Holloman Air Force Base, New Mexico 88330; jesiah.israel@us.af.mil.
