Questions – RFQ #REQ-601-19-0014
1) Are there specific templates for the Volume 1- Technical Approach and the Volume 2 - Price Proposal to be used?
Answer: Yes. Please see revised RFQ for specifics.
2) Does OPIC currently have a results framework for its activities?
Answer: There is a new development matrix being finalized for the analysis of projects.
3) Is the consultant expected to run the implementation of the survey or to actively support OPIC with the implementation of the survey?
Answer: To create, develop, and implement in the first year. OPIC/DFC will be trained in the initial year and then take over subsequent years with assistance as needed.
4) How are the hand over and capacity building expected to take place?
Answer: OPIC and the consultant will work together during the build out year and after first launch, OPIC will handle subsequent years of implementation and management.
5) Section 5 of the SOO states that “The period of performance will be initially one year at 1100 New York Avenue, NW, Washington, DC (OPIC’s current address, which will be DFC’s address from October 1, 2019) and additional option years should the DFC need support or modifications to be made to the survey as usage rolls out.” Does OPIC expect that all work performed by the contractor will be done on-site or can portions of the work be done at the contractor’s facility?
Answer: Portions may be done at contractor’s facility but regular updates and check ins will be required.
6) The requirements state that “The preparation of the deliverables in this contract will be completed at a Sensitive but Unclassified level” – can the OPIC confirm specifically what sub-category of CUI data will be present in this data?
Answer: The Organizational Index Groupings that the contractor may encounter would include Financial, Privacy, and Propriety Business Information. Financial information primarily falls within the General Financial Information subcategory. Privacy information would be General Privacy or in common terms limited Personally Identifiable Information. Proprietary Business Information would fall within the General Proprietary Business Information subcategory.
7) Can OPIC provide more details on the in-house .NET and Salesforce platform that will be used for the surveys? Does OPIC use a custom software that integrates with the Salesforce platform? Or is OPIC using a 3rd party application or software that integrates with Salesforce? If it is a custom solution, what is the programming language that is used? If it is a 3rd party application (like SurveyMonkey) does OPIC store the data within the 3rd party application or is it transferred back to Salesforce to be stored?
Answer: OPIC currently uses a custom developed (home-grown, ASP.NET, WCF, SQL Server) .NET-based system (called the OPIC Forms Portal) as the single customer gateway for all OPIC application forms (including the current iterations of Form 248 and the SMQ). This system is integrated with OPIC’s Salesforce environment through a custom built integration layer built using web services/WCF/.NET Framework. OPIC currently does not use any 3rd party software applications to store data or transfer data between the Forms portal and Salesforce. OPIC is open to any other technology solution outside of these to host the new surveys
8) Will the contractor be granted remote access to OPIC Salesforce and .NET platform(s) to perform development tasks? Or will all development need to be performed on-site at OPIC’s 1100 New York Avenue location?
Answer: The primary location for software development tasks will be at OPIC’s 1100 New York Avenue. The Contracting Officer’s Representative may allow for some work to be completed at a remote location.
9) Will the contractor be responsible for designing and developing reporting and dashboards based on survey data? Or solely responsible for implementing the survey?
Answer: The contractor will work with the project manager and the key stakeholders in the agency to help design and develop the reporting dashboards.
10) Does the OPIC have any guidance on specific, minimum content that should be included in the contractor’s Technical Approach and Price Proposal.
Answer: Yes. Please see updated RFQ.
11) OPIC is issuing this competitive Request for Quote REQ-601-19-0014 using Subpart 13.1 under the Federal Acquisition Regulation. Does the SAP ceiling apply to each contract year or the full Period of Performance?
Answer: The SAP applies to the full performance.
12) The requirements state that “The preparation of the deliverables in this contract will be completed at a Sensitive but Unclassified level” – this is an old classification standard that was subsumed by the Controlled Unclassified Information(CUI) moniker as required by Executive Order 13556 issued in 2010.
Can the OPIC confirm specifically what sub-category of CUI data will be present in this data provided to or collected by this proposed system?
Answer: The Organizational Index Groupings that the contractor may encounter would include Financial, Privacy, and Propriety Business Information. Financial information primarily falls within the General Financial Information subcategory. Privacy information would be General Privacy or in common terms limited Personally Identifiable Information.
Proprietary Business Information would fall within the General Proprietary Business Information subcategory.
13) On May 16, 2016, the Federal Register published the requirements of the Final Cyber Rule for the Federal Acquisitions Regulations codified in 48 CFR § 52.204-21 Basic Safeguarding of Covered Contractor Information Systems.
These are the current minimum requirements for protection of Controlled Unclassified Information on systems that hold Federal data. Are systems designed to comply with these requirements sufficient to meet agency protection requirements for proposed CUI categories utilized in this engagement? Would systems designed to meet NIST SP800-171R1 suffice to meet agency protection requirements for proposed CUI categories utilized in this engagement?
Answer: As defined by Title 44 U.S.C section 302, and information system collects, processes, maintains, uses, shares, disseminated or disposes of information. It is anticipated that any survey collection system(s) associated with this contract would at a minimum collect Federal information. Systems must meet 48 CFR Section 52.204-2. It is anticipated a system developed under this contract would be a “federal information system” as defined by OMB Circular A-130 in that it is used on behalf of a federal agency. As such the system would be governed by NIST 800-53, Security and Privacy Controls for Federal Information Systems and Organizations along with any additional controls or deviations defined by OPIC.
14) The SOO states that “both forms will need to be hosted online, either on the .NET or Salesforce platforms that OPIC currently uses (and DFC will use) for all its project data or on a platform that is compatible with those systems”, however the requirements also state “software developed under this contract must be evaluated for performance, data sensitivity, and other risk factors according to NIST Special Publication 800-53 or other controls established by the OPIC Chief Information Security Officer.” Can the OPIC clarify whether new software development is expected or if the surveys are to be developed on the existing OPIC platform(s)?
Answer: The updated OIP Questionnaire and SMQ (Forms 248 and
162) should be implemented as part of the unified OPIC Forms architecture. The OPIC Forms portal acts as the single gateway for external customers and is the only externally accessible system that allows external users to create user accounts and create/manage all application forms that are available from OPIC/DFC. The vendor would be expected to recommend the best approaches to satisfy the capability requirement defined by the SOO. Should the vendor make a recommendation for an external system that is different than the existing system, and that recommendation is accepted by the government, than said system must conform with the appropriate architectural and security controls.
15) The SOO states that there will be a “a future need for an app connected way to fill out the survey.” Can OPIC confirm that development of an app is not in scope for the initial Year 1 scope of work?
Answer: The app should be in mind during the design of the initial year 1 scope to ensure seamless build out of the survey. Vendors who can design/develop the surveys with an app in mind for a future build will be of more interest. A future mobile application would be beyond the scope of the base year of this contract. The SOO includes that language so that the vendor is aware of the anticipated future investment that OPIC/DFC may choose.
16) The Instructions to Vendors (“Instructions”) require a Technical Proposal and Price Proposal. However, there are no details provided as to the contents of these proposals. Please provide additional details concerning the expected/required content of the proposal volumes. For example: Are there page limits for either volume? What supporting documentation and level of detail is required for the Price Proposal?) Is the Technical Approach to be submitted intended to be used as the Performance Work Statement (PWS) or Statement of Work (SOW) for the successful offeror?
Answer: Please see updated RFQ.
17) The Instructions indicate that Technical Approach and Past Performance are the most important evaluation factors. (a) Does this imply that personnel experience and qualifications are not to be evaluated? (b) How will past performance be evaluated? The RFQ currently does not request any past performance information to be provided. May offerors provide references or CPARs to support evaluation of their past performance?
Answer: Please see updated RFQ
18) The Period of Performance is specified as one base year with four option years. While we understand that development of the new surveys is the focus of the base year, no activities are specified in the RFQ for the option years. Are these options to be priced later (ie, only pricing for the base year is required)? If not, please provide details of the activities that are to be priced for each option year (for example, this might include one round of updates and revisions to the surveys and supporting systems not to exceed 10% of the content of the surveys).
Answer: Base Year: Develop, implement, and assist in the administration of the two surveys. App architecture and plan should be designed here.
o Option Year 1: Tweak surveys if necessary, develop mobile app for surveys.
o Option year 2: Tweak surveys if necessary, any updates needed for app/surveys o Option year 3: same as option year 2 o Option Year 4: same as option year 2
19) The Instructions reference FAR 52.217-8 and “rates specified in the contract.”
Given that this is a firm fixed-price award and not labor rates are expected to be proposed, please clarify how “rates specified in the contract” is to be understood. Answer: This clause is inserted with the inclusion of an option is appropriate. The rate will be the fixed price in the contract.
20) Section E.1 of the Instructions states “All deliverables or capabilities specified in task plans for engineering tasks charged to the T&M CLIN in accordance with PWS Section 3.4…” Please clarify how this is to be interpreted, given that there is neither a T&M CLIN nor a PWS specified in the RFQ
Answer: Not applicable this is a fixed price contract. See updated RFQ.
21) Section 5.0 of the Statement of Objectives (SOO) and Section G.3 of the Instructions imply that all work will be conducted on-site at OPIC’s/DFC’s Washington, DC location. Given that large majority of this work can be done more efficiently at the offeror’s facilities (ie, revision of the survey form/content and programming of associated system code) and only certain tasks related to the gather of information from OPIC staff and installation of certain system components within OPIC’s IT environment may require physical presence, please confirm that work on-site at OPIC will only be required as needed.
Answer: Work on-site will be needed as required. Initial development will require more on-site presence during the information gathering process
22) Section 2.0 of the SOO indicates the self-reporting questionnaire (“SMQ”) data is collected annually. (a) Please clarify is this is done at a fixed point in time each year or is done on a rolling basis (with reference to the some project anniversary date, for example). (b) Similarly, please specify the timing of the baseline questionnaire with respect to each new project (ie, when anew project becomes effective, in batches at the end of each calendar quarter when a new project is initiated, etc). (c) Is it expected that substantive modifications the surveys will be required in the base period once the new survey system is operational? If so, please provide details on the nature of the expected modifications.
Answer: This is at a fixed point every year. April/May is the launch of the previous years data collection (ex: FY19 information is surveyed April 2020)
A new project is eligible to submit a SMQ one full year after its first disbursement.
No substantive modifications can be predicted as of now. This is an overhaul of the current surveys.
23) Section 3.0 of the SOO states that the forms must be “hosted online”, then below that it states that, “The survey will need to be housed within DFC servers”. These two statements seem to be contradictory. We note that if the surveys need to be physically hosted at OPIC, the range of available solutions (compared to also including cloud-based solutions) becomes more limited and likely less cost-effective. We also note that the IT security requirements in the Instructions seem to anticipate the possibility of a cloud-based solution. Please confirm that OPIC is willing to consider proposals offering cloud-based solutions.
Answer: The hosting location for the new surveys (cloud vs. on premise) depends on where the Forms portal is hosted (which is currently on premise). Should the vendor recommended solution deviate from the existing architecture, the recommendation must also include the appropriate recommendations by which information will be exchange with on-premise systems.
24) Section 3.0 of the SOO states “There will be a future need for an app connected way to fill out the survey.” (a) Please confirm that development of app-based surveys is not part of the base year work. (b) Clarify how development of app-based surveys will be specified and ordered by OPIC (ie, will it by means of a future modification to the contract or is this work to be included in one of the option years?).
Answer: The base year will be focused on the design and development of the survey. It will be designed with a future app in mind. Those vendors that can design an app in tandem with the systems in the base year will be of more interest however it is not a base year requirement.
It is to be included in one of the option years. The app will need to be used by clients and staff to answer the surveys.
25) Section 4.0 of the SOO mentions a seamless transition to the new system. (a) What is OPIC’s expectation for when in the base year the new system expected to go-live? (b) Is there required timing with any pre-determined data collection dates/periods with which this transition needs synchronize?
Answer:
(a) The expected time will be May 2020.
(b) It will need to sync with our current survey collection times.
(c) Versions of the Surveys (not final) will be required February
2020 for OMB submission
26) Section 6.0 of the SOO (page 3) specifies the creation of a “portal for OPIC and the new DFC to house, disseminate, collect, and analyze the survey and its data.” As the term “portal” encompasses a wide range of functionality, please provide additional detail with respect to OPIC’s requirements with respect to the portal. (For example: What types of data dissemination is anticipated and to which audiences? Is the portal (or parts of the portal) to be accessible to OPIC staff/project counterparts/members of the public? What is the scope of analysis and reporting that OPIC anticipates conducting through the portal? Is such analysis expected to be embedded within the portal or accessible via third-party software (such as SAS or STATA) and, if third-party analytic software is to be used, will OPIC provide the necessary software licenses?)
Answer:
The data dissemination is the delivering of the survey. The audience are the clients who are eligible to submit the survey.
The portal will be accessible to only OPIC staff and clients who will be submitting them.
There is no need for STATA or SAS or analytical software however data should be easily read on the portal on OPIC’s side to see basic trends and answers to survey questions year over year.
The vendor would be expected to provide a recommended solution as part of their proposal. That recommendation may be accepted by
OPIC/DFC.
27) Section 6.0 of the SOO (bottom of page 3) mentions a Development Impact
Performance Matrix that is used to score the data. Please provide this form to assist offerors understand possible requirements associated with it.
Answer: The Development impact matrix is currently being redesigned, please see https://www.opic.gov/sites/default/files/files/OPIC_Annual_Report_on_ Development_Impact_Final_10092018.pdf page 33 for information on the current iteration of the matrix.
28) The web address provided for non-disclosure agreement (NDA) to be used for this work (https://www.tricare.mil/tma/ams/downloads/NondisclosureForm.doc) is not functioning. Please provide a copy of the NDA so that offerors may confirm the acceptability of the NDA terms and conditions.
Answer: See NDA Attached
29) How many agency and project users are expected to be supported in the base year? What growth in the number of users is expected over the course of the option years?
Answer: Currently the client base is around 700, it is expected to grow rapidly in the coming years, some estimates doubling in the next 5 years.
Members on OPIC’s side that will be handling the data analysis will be around 15-20.
30) Section 6.2 of the SOO specifies weekly reports which include level of effort and expenditure reporting. Given that the contract is firm fixed-price, we request removal of these aspects of the weekly reports, as they are not germane to the form of the contract. Answer: Yes Please see updated SOO.
31) Under Section 6.3.1 of the SOO, are offerors expected to include a draft quality control plan as part of their Technical Proposal or is this a deliverable to be prepared under the contract? Answer: Deliverable
32) Please clarify who is the “Project Manager” referenced in Section 6.3.3 of the SOO and the “Project Manager” referenced in Section 6.3.6 and what role(s) they play. In particular, how is their role different than the Contracting Officer’s Representative (COR)?
Answer: This is a typo. The text should read “Project Manager” The project manager will be the key interface between the vendor and OPIC handling the development of the survey and the introductions to key stakeholders.
33) Please clarify who is considered the “customer” in Section 6.3.4 of the SOO.
Are they OPIC project counterparts (ie, survey respondents), OPIC staff, or someone else?
Answer: OPIC staff.
34) Please provide a copy of the OPIC Quality Assurance monitoring/surveillance form referenced in Section 6.3.5 of the SOO.
Answer: This has been removed. See updated SOO.
35) Section 6.4 of the SOO refers to Section 508 compliance. (a) Please clarify which deliverables/ products to be produced under the contract need to meet
Section 508 requirements. (b) Please provide a copy of the Section 508 standards used by OPIC to assess Section 508 compliance. If OPIC does not have such standards, please explain how OPIC assesses Section 508 compliance.
Answer: Any federal information system developed as part of this contract must be compliant with Section 508 standards. Those standards are published by the United States Access Board (https://www.access-board.gov/guidelines-and-standards/communications-and-it/about-the-ict-refresh/final-rule/text-of-the-standards-and-guidelines). Assessments of compliance with these standards may include one or more analyses as recommended by the United States Access Board (https://www.section508.gov/test/web-software).
36) With respect to the Public Trust background investigations referred to in Section 7.0 of the SOO: (a) Please confirm that OPIC will request such background investigations of the appropriate Federal agency carrying out the investigation on behalf of the contractor and that offers do not need to include the cost of such investigations other than the contractor staff effort required to prepare and submit documentation and respond to any queries associated with the investigation. (b) Please clarify if any work may begin prior to the completion of the Public Trust background investigations or if work may begin under interim clearances that may be granted prior to completion of the full investigation. (c) Please clarify if Public Trust background investigations are required of all personnel who will work under the contract (which may have significant schedule implications with respect to possible changes in staffing to meet deadlines where unanticipated issues arise) or whether such investigations may be limited to only those personnel who will have direct access to OPIC IT systems.
Answer: Public Trust background investigations are required of personnel who have access to OPIC IT systems or need daily physical access to OPIC facilities. The background investigation will be initiated by OPIC and the contractor does not need to include that cost in the proposal. Work may began prior to final adjudication of the background investigation subject to the limitations described above.
Guest access to OPIC spaces is available but personnel should not expect continuous daily access.
37) The web address provided for OPIC privacy-related training (https://opicfedtalent.ibc.doi.gov/) in Section 7.0 of the SOO requires login credentials, so we are unable to assess the scope of the mandated training. (a) Please provide a list of the required trainings and the estimated time required to complete each training for both the initial training and the required annual refresher so that offerors may accurately estimate the cost of complying with this requirement. (b) Please provide a copy of the OCIO Information Technology General Rules of Behavior so offerors may understand what is entailed to comply with these rules.
Answer: OPIC uses the DoD Cyber Awareness Challenge for initial training. A public link to that training is:
https://public.cyber.mil/training/cyber-awareness-challenge-2019/. The estimated time to complete that training is 1 hour. The annual refresher training is generally 30 minutes and may be presented in different forms.
Personnel who have completed the DoD Cyber Awareness Challenge within the past year may present their certificate and not be required to complete this requirement. The Rules of Behavior are included in this response. All personnel that need an OPIC IT account will complete these requirements as part of onboarding. Onboarding usually requires 3-4 hours which includes training, equipment setup and training, etc.
38) Does OPIC have a preference for the visual presentation of the survey (for example, survey style moving question by question or a form that that mimics the sample PDF surveys in the RFQ)? We note that future development of an app-based survey may be affected by such choices.
Answer: The form is archaic, we are looking for a more modern, streamlined, and easier to understand presentation of the survey for the client end. We will defer to the vendors for their suggestions.
39) Beyond the Weekly Progress Report, are there other reporting requirements? If so, please specify.
Answer: the contractor’s submitted monthly report and the completed quality assurance monitoring forms will become part of the QA documentation
40) What types of case management data are expected to be collected? For example, should the system collect and report data on the status/number of complete cases, number/types of survey breakoffs, etc.
Answer: This will be useful to understand where clients struggle or if there is insight that can be garnered regarding the survey itself.
41) (a) Please confirm that the list of respondent id defined by OPIC and known (ie, recruitment is not part of the survey process). (b) Is there a one to one correlation between the survey and respondent login (ie, one login per project that may be shared by multiple project staff who possess the required data to complete the survey)?
Answer:
(a) Recruitment is not necessary. The survey is required to be filled by all eligible OPIC clients.
(b) Yes, each project will have a single log in. There has been issues where clients need multiple staff to fill it out and logins are shared. Suggestions on how to handle log ins will be greatly appreciated.
42) Given the number and scope of the questions submitted that have important implications for the content of the proposal submission and the coming July 4th Federal holiday, we are concerned that the current July 15 proposal deadline does not permit sufficient time to prepare a fully-detailed response that both (a) addresses all of OPIC’s expectations in terms of being able to adequately evaluate all offers in a consistent manner and (b) is sufficiently detailed to form the basis of a fixed price award with a well-defined and mutually understood work scope. We respectfully request OPIC’s consideration of an extension of the proposal deadline to a due date two weeks after responses to questions are provided.
Answer: See updated RFQ
43) Where is the primary place of performance? Can this be executed at contractors facility given there is no elevated classification of this data?
Answer: The contractor may work at their own offices as long as meetings with OPIC/DFC occur at the office and all the stakeholder meetings occur at OPIC/DFC offices.
44) We have digitized complex checklists for other customers, and provided database backends with .NET MVC frontends. WebAPIs have been made available for outside data consumption. Would this approach be seen as a similar fit for OPIC?
Answer:
The vendor would be expected to provide a recommended solution as part of their proposal. That recommendation may be accepted by
OPIC/DFC.
45) Does OPIC have web servers and database servers to host these forms online?
Answer: Yes, OPIC does have web, application and database servers (development, test and production environments) to host the forms online.
46) What are the past performance requirements and instructions for past performance submission? Answer: See updated RFP.
47) Is there currently an existing contract fulfilling these services for the OPIC? If so, could you provide the contract number? If not, is there an estimate available for the funding for this project?
Answer: No.
48) To what extent does OPIC expect the selected platform will house and provide reporting capabilities for historic survey data?
Answer: At present, data from OPIC forms is transferred to Salesforce and OPIC uses Salesforce reporting capabilities for reporting, dashboarding and analysis. If that is an efficient option for these forms, then no separate/additional reporting capability would be needed. Also, the data captured by the new surveys should be readily accessible for ingestion into an enterprise data warehouse or structured database.
49) As part of this PWS, does OPIC expect integration of historic survey data with data from current and future data collection? If so, how much data currently exists to be transferred and housed (measured in GB or similar quantity).
Answer: Historic data is still being discussed however we are leaning to freezing that file and collecting new data from this new survey on.
50) Is the selected platform intended to provide a dashboard and customizable report which includes information from historic data as well as current and future survey data?
Answer: No.
51) Please provide more detailed specifications for capabilities required of the requested dashboard and customizable reports, so we can determine if existing solutions will meet these needs while controlling cost.
Answer: OPIC will require to get an understanding on how the survey is being answered, trend analysis on the quantifiable data that is collected from all clients such as job numbers, yearly revenues, and other developmental indicators.
i) Customizable reports on the level that we can take a table of data and do Year over year analysis on specific fields or drill down to basic trends on how our portfolio is performing.
52) Please provide more detailed specifications for the requirement that the platform disseminate and analyze survey data, so we can determine if existing solutions will meet these needs while controlling cost.
Answer: The platform will need to be a way to send the survey to clients and on our end being able to analyze that data. See what questions get skipped the most, which questions take the longest to answer, to understand what trends are occurring across the portfolio. The data collected from this survey will be the first line of understanding the performance of our projects which can result in more in depth analysis through other methods.
53) Is OPIC open to using a NIST and FISMA compliant system with all the required capabilities but housed at a site other than OPIC’s systems, as long as an export function is available to upload data in a compatible format into Salesforce or .NET as required?
Answer: The vendor would be expected to provide a recommended solution as part of their proposal. That recommendation may be accepted by OPIC/DFC.
54) Section E.1 of the Proposal Instructions document states that “all deliverables or capabilities specified in task plans for engineering tasks charged to the T&M CLIN in accordance with PWS Section 3.4 must be accepted by the Government as satisfactory prior to release of payment in accordance with the task plan price”. However, page 1 of the document states this contract will be Firm Fixed Price, and the referenced 3.4 of the PWS does not exist. Could OPIC please clarify the intent of this clause? Answer: Not applicable
55) Throughout the Proposal Instructions and the SOO documents, there are references to the award of a task order. Could OPIC please clarify the contract mechanism the task orders will be awarded off of (i.e. GSA MOBIS), or if the intent of this solicitation is to award an IDIQ or BPA contract, off of which individual task orders will be awarded? Answer: This is a stand alone contract.
56) Will OPIC please provide detailed instructions for the technical proposal development, specifically:
Answer: See updated RFQ.
57) Is there a page limit for the technical approach? If yes, does cover page, acronym list, and table of contents count towards page limit?
Answer: Please see updated RFQ.
58) What are the guidelines for past performance submission? How many examples are the offerors allowed to submit and is there a template to be used? Please see updated RFQ.
59) Does past performance count towards page limit? Answer: No.
60) Are offerors required to propose team members as part of the proposal?
Answer: Yes. Those with strong international surveying capabilities will be preferred.
61) With reference to Section 5, page 3, will OPIC/DFC please confirm whether all of the work is to be done on site at 1100 New York Ave., or whether the work can be done offsite, and the client location is for meeting and delivering work product?
Answer: Work can be done off site as long as the initial data collection from stake holders at 1100 New York is collected. 1100 New York will be the location for meeting and delivering work product.
62) Will OPIC please provide detailed instructions for cost proposal preparation?
63) Will OPIC please provide the ceiling for Level of Effort by Years or for the entire period Answer: No.
64) What is your anticipated budget (or range) for this RFQ? If a price range, could you indicate which range?
__$20K-$30K __$30K-$50K __$50K-$75K __$75K-$100K __$100K+
Answer: This is a competitive RFQ and the vendor should propose accordingly.
65) Is this a new opportunity or is this a continuation of a prior contract? If this is a continuation, is there an incumbent vendor?
Answer: New.
66) What is the average size of the respondent pool for each of the current surveys?
Answer: 600-700
67) Is there a specific format for we should follow for the Technical Approach?
68) Do you have formatting or page limits for the overall submission?
File details come from the government source that posted it.
