About this file
This document is a Request for One Time Exemption from Competition from the Idaho Division of Purchasing (DOP). The agency is seeking an exemption to purchase [PROPERTY] without a competitive procurement process, as they claim that bidding is impractical, disadvantageous, or unreasonable under the circumstances. The agency has provided background and justification for the exemption, stating that special market conditions, the uniqueness of the property, and the impracticality of competitive solicitation procedures warrant the exemption. The DOP Administrator will review the request and make a determination on whether to approve or reject the exemption.
The pricing details and other commercial terms are not provided in the document. However, it is noted that the decision to grant the exemption remains at the discretion of the DOP Administrator, and suppliers have no right to appeal the decision. Suppliers are invited to provide information that may help support or contradict the agency's claim that competition would be impractical, unreasonable, or disadvantageous to the State.

Agency Purchasing Representative Name: Bryan Nickels
EmailPhone: 208-605-4300
Name of Agency: Office of Administrative Hearings (460)
Request for the Purchase of: Clio Advanced (software licenses - 9)
Cost attach quote: $10,692 annually
Background and Justification attach additional sheets as needed: Clio Advanced, the legal case management software currently utilized by the Office of the Attorney General - Fair Hearings Unit ("FHU") for managing contested case proceedings, will be essential as the Office of Administrative Hearings (OAH) absorbs the FHU on July 1. While exploring alternative case management software options, no readily-available, cost-effective solutions were found. To ensure the seamless transition of FHU operations to OAH, including the migration of existing case filings, an exemption is requested to allow OAH to directly procure licenses for Clio Advanced for all agency staff. Although OAH attempted to secure licenses through SHI, it's anticipated that implementation via SHI would hinder the necessary migration of existing data. Clio will bind the subscription to SHI in a manner that would create migration challenges if we ever opt for a different VAR than SHI.
