About this file

This is a Safariland Soft Body Armor Requirements document for the Massachusetts Department of State Police. The procurement seeks soft body armor vests in two threat levels (Level II and Level IIIA) for approximately 276 individuals. The request includes specific Safariland model numbers for both male and female vests in structured and unstructured configurations, along with carriers and trauma plates. Vendor-conducted fittings are scheduled for two weeks in mid-August (August 11-13 and 18-20) at the Supply location in Milford, Massachusetts, with time slots ranging from 0600-1200 hours and/or 1100-1700 hours. Winning vendors must provide a minimum of one to two representatives during these sizing sessions, with makeup dates available as needed. All vests must be delivered by October 30, 2026.

The Department of State Police reserves the right to award bids as a whole or on an individual item basis based on best value to the Commonwealth. Following fittings, the allocation of Level II and Level IIIA vests will be determined by fit results. Vendors must provide detailed vest information in a specified Excel format prior to delivery, including identification numbers, trooper names, manufacture dates, serial numbers for front and back panels, threat levels, and size identifiers. This information must also appear on stickers affixed to each box containing vests. The procurement allows for negotiation of contract terms between the Department and selected bidders to achieve lower costs or improved value compared to original quotes.
