About this file
This is a Statement of Need (SON) for specialized cabling required by the NOAA OAR PMEL Moored CO2 Group to support scientific ocean observing moorings. The procurement involves multiple cable assemblies with specific technical specifications, including ten 12 ft SAMI pH Interface Cable Assemblies, ten SBE 16+ Interface Cables, five SBE 37 Cables, and two additional cable assembly types with varying lengths and configurations. The cables are intended to replace worn and damaged equipment across 35+ mooring sites, enable new mooring construction, and restock spare cable supplies to ensure continuous oceanographic data collection.
The solicitation is a Small Business Set-Aside under NAICS code 334417 with a size standard of 1000 employees. Delivery is required by November 30, 2025, with FOB Origin shipping to NOAA/PMEL in Seattle, Washington, using UPS account 18A99F. The technical point of contact is Randy Bott at NOAA/PMEL/OCRD, and administrative invoices should be sent to Ben Carlson at the Pacific Marine Environmental Laboratory. The cables are critical to NOAA's mission of advancing scientific understanding of the ocean carbon cycle and supporting climate impact research in marine environments.

STATEMENT OF NEED: Cables
(PO# 145027-25-0084)
PURPOSE:
The NOAA OAR PMEL Moored CO2 Group is in need of specialized cabling to support sensors installed on scientific ocean observing moorings.
BACKGROUND:
NOAA OAR PMEL Carbon group mission is to advance our scientific understanding of the ocean carbon cycle and how it is changing over time in support of NOAA's commitment to improve the Nation's ability to anticipate and respond to climate impacts and to conserve and manage healthy oceans, coastal ecosystems, and marine resources. Supporting this research requires precise data collection using sensors installed in remote locations including extended installations on ocean moorings.
Due to the harsh marine environments that these cables are deployed in, the cables are subject to wear and corrosion over time. The cables included in this order will be installed on some of the 35+ mooring sites that collect long-term observations. These sites collect a myriad of oceanographic data with multiple scientific sensors. These cables will replace worn and damaged cables at existing mooring sites, allow for construction of new moorings, and restock the group’s spare cable supply to ensure no delay or loss of data collection.
