About this file
This Statement of Work (SOW) details the requirements for a Blanket Purchase Agreement for repair services of H239B & H239B-2 JETCAL Fire Loop Test Sets used by the 309th Aircraft Maintenance Group at Hill AFB. The test sets are critical safety equipment used to verify A-10 aircraft TF-34 engine fire detection systems by simulating engine fires at 600 degrees Celsius.
The contractor must provide all management, labor, tools, parts, materials and equipment needed to perform inspections, maintenance, calibrations and repairs at their facility. Work is divided into three tiers: Tier I covers basic repairs like vacuum pumps and sensors (8 week delivery), Tier II addresses unauthorized repairs/damage (12 week delivery), and Tier III handles severely damaged equipment (16 week delivery). The SOW identifies four specific test sets to be serviced by serial number. Repairs include a 6-month warranty on replaced components and 60-day labor warranty. The government point of contact is Zachary Owens, Engineering Technician at Hill AFB. The period of performance extends through August 9, 2024.

1.0 BACKGROUND
A-10 uses the Howell Temperature system tester PN: H239B & H239B-2 IAW 1A-10C-2-71JG-1, and 1A- 10C-4-2) daily. The Howell system heater probes are connected to the TF-34 engine fire loop cable. The fire loop cable is a resistive thermally sensitive material, where changes in the materials temperature correlates directly to a change in the resistive ohms measured. The H239B & H239B-2 temp tester probes attach to the fire loop, and then heats the heater probe to a known temperature (600 deg Celsius IAW 1A-10C-2-71JG-1) simulating an engine fire and tests the aircraft system to appropriately respond with warning lights etc... This test is done twice on each engine. First it is performed while the engine is on the trailer prior to engine install (IAW PO A10-0030) to verify the fire loop cable is installed and performing correctly. Then it is performed a final time after the engine is installed on the aircraft verifying the aircraft systems are receiving the expected output and responding correctly. Performance of the Howell Temperature system tester PN H239B-2 and its probes is critical to maintaining the safety systems of the A-10 and keeping the aircraft operational.
