This memorandum discusses the findings and recommendations for Project NP- NATR 3D34, 3E15. The project site is along Natchez Trace Parkway in Pontotoc and Lee Counties, Mississippi. This project consists of resurfacing the Parkway mainline from Road Inventory Program (RIP) mile post 253.24 to 268.63, which is designated as Section 3D and 3E. The project will include ramps at the Parkway intersection with U.S Routes 78 & 278 and SR 76, various Access Roads and parking/pull-offs.

The work will include an asphalt overlay, spot patching and leveling, pavement markings, raised profile edge striping at bridge approaches, and other work.

Widening of the existing roadway may be added to the project scope at locations designated by the Park. Milling will be required at bridges and parking/pull-off areas to maintain a 6-inch curb reveal. The parking areas will need handicap accessible spots added, including striping, signage, and curb ramps.

Natchez Trace Parkway (Routes 0001F and 0001G) Within the project limits, Natchez Trace Parkway is a 22-foot wide, two-lane, two-directional, major park access road with 6-foot grass shoulders. EFLHD performed a scoping site visit October 30th through November 3rd, 2017. During the site visit, the asphalt pavement was observed to be in fair to good condition, with some block cracking (< ½-inch in width) and fatigue related cracking, and localized rutting. The localized rutting and fatigue related cracking is estimated to comprise less than 2% of the roadway. There is a large skin patch near the beginning of the project alignment that causes noticeable roughness to drivers (see figure 1 below), this large patch should be removed and replaced prior to the pavement rehabilitation.

An estimated 500 linear feet of crack sealing is estimated, and should be performed in accordance with Section 414 of the FP-14 Specifications.

In addition, an asphalt wedge and level course is recommended in areas of localized rutting and curb lanes (to provide adequate curb reveal).

Approximately 2% of the roadway may require asphalt partial depth patching or wedge and level course. The overlay should be performed in accordance with the following table:

This will extend the life of the pavement section an additional 7 to 10 years.

However, reflective cracking will likely appear within 2 to 3 years.

At localized rutting locations, a thicker application of asphalt concrete, using a wedge and level technique, can be placed to bring the roadway to finished grade.

The asphalt concrete mix used for the proposed overlay can also be used as the wedge and level course.

Access Roads and Ramps There are 30 asphalt paved access roads and ramps adjacent to the project mainline that will be included in the pavement rehabilitation program. A list and description of the routes are shown in the attached table. The access roads and ramps were observed to be in fair condition with some block cracking and fatigue related distress, to include rutting and alligator cracking, that may indicate base course or subbase failures. Some cracking was observed to be wider than ½-inch. Some of the roads had minimal curb reveal and may require taper milling to prevent further loss of curb reveal.

The access roads and ramps will be rehabilitated by overlaying the existing pavement with 1-3/8-inches of asphalt concrete as outlined in Table 1 above.

Prior to placing new asphalt, cracks wider than ½-inch should be cleaned and sealed. Approximately 300 linear feet of crack sealing is estimated.

Paved Pullouts and Parking Areas A total of 12 asphalt paved parking lots are located adjacent to the mainline (refer to the attached table for further detail). The paved areas were observed to be in fair condition with raveling, block cracking and some fatigue related distresses such as rutting and alligator cracking. Existing asphalt concrete at some parking lot curbs does not provide adequate curb reveal. Hand-work will be required during pavement rehabilitation to create and maintain a minimum 6-inch curb reveal. Some of the observed pavement cracks were > ½-inch in width and should be cleaned and sealed prior to placement of the asphalt overlay.

It is recommended that asphalt paved parking areas be rehabilitated by overlaying the existing pavement with 1-3/8-inches of asphalt concrete as outlined in Table 1 above. Prior to placing new asphalt, cracks wider than ½-inch should be cleaned and sealed. Approximately 200 linear feet of crack sealing is estimated. Asphalt pavement ruts can be filled with a wedge and level course using asphalt concrete mixes being used elsewhere on the project.

Proposed Widening of Routes 0001F/0001G At proposed roadway widening locations, the new asphalt pavement should be placed to match existing, prior to the recommended asphalt overlay. Due to the project schedule and budget, soil borings or pavement cores were not performed.

For planning purposes, the existing pavement section is estimated to consist of 6 inches of asphalt concrete over 8 inches of aggregate base, however; actual conditions may vary. Prior to the placement of aggregate, a separation and stabilization geotextile should be placed over the prepared subgrade. The recommended pavement section is as follows:
