1) Revise the Special Contract Requirements (J-pages) Section 413 to delete the full lane width milling requirements.

2) Revise the Plan to change the elevation on the bridge.

3) Provide a summary of responses to questions/clarifications asked by potential bidders.

The purpose of this Amendment is to:

1) Revise the Special Contract Requirements (J-pages) Section 413 to delete the full lane width milling requirements.

2) Revise the Plan to change the elevation on the bridge.

3) Provide a summary of responses to questions/clarifications asked by potential bidders.

The Bid Opening date of December 9, 2020, at 2:00 p.m. will remain the same.

Special Contract Requirement changes

Delete the Subsection 413.02(c)(1) of the Special Contract Requirements, page J-25, and substitute the following:

(1) Equipped with a cutting mandrel with carbide or equivalent tipped cutting teeth with maximum teeth spacing of 2/10 inches and have a minimum of 2 wraps of teeth and designed for micro milling.

Plans changes

Delete Plan Sheet C04 and substitute the amended Plan Sheet C04.

Changed the elevation on the (Bridge over SR76/Pontotoc Pkwy/278) from 7.125” to 1.375”.

Questions/Clarifications

The following questions and issues were submitted via email to eflhd.contracts@dot.gov. The Government response or clarification is provided. The Government’s direct response to the sender may also have been updated below for better clarity.

1) With the milling, Is there a certain footage you have to stay within the paving or can you mill entire section.?

Response: No. Typical milling operations using standard industry practices of 6-8 feet will be acceptable.

2. Change in bridge elevation, Is 7.125 on the bridge approach?

Response: Sheet C04 (Bridge over SR 76/Pontotoc Pkwy/278) has been revised as part of the Amendment 2. The shown elevation on the bridge 7.125” has been changed to 1.375”.

3. Do you know what month a notice to proceed will be issued?

Response: It is expected to have an NTP in early calendar year 2021, as early as February 1, but NLT March 1. It will be dependent on bid analysis, award, receipt of acceptable P&P bonds, and eventual discussion with the Contractor to a mutual agreement of an NTP within 30 days of approval of P&P bonds.

4. According to the special provision section 413.02 (c)(1), the milling equipment has to be capable of milling full lane width. This has not been required for regular milling in the past, since most milling companies don't have that kind of equipment. Will it be required for this job?

Response: No, this requirement will not be enforced. Typical milling operations using standard industry practices of 6-8 feet will be acceptable. SCR’s has been revised as part of the Amendment 2.
