Please see below clarifications and additional scope of work items based on the site visit conducted on 8/27/2025, in an effort to ensure that all bidders are provided with consistent information that may affect bid pricing, and based on the lack of RFI’s received for this solicitation:

1. Rigging conditions at the location of the Main EMD’s and Cooling Towers are extremely limited. Contractors must be aware that there have been difficulties in the past while attempting to transport generator equipment on a flat bed tractor trailer, as there is a limited “turning radius” at the lower main road leading up to the generator housing. Contractors must bid accordingly and will be required to rely on effective “means and methods” to ensure that the generators can be properly transported from the main road to the installation location of the Main EMD’s. Rigging methods will need to be evaluated and verified prior to submitting a bid and will not be a cause for delay or subject to “unforeseen site conditions” resulting in additional work or additional cost to the government. Contractors MUST bid accordingly.

2. It is the Contactor`s responsibility for transporting and the delivery of the two (2) generators, switchgears, neutral grounding resistors, loose crates, and JW/AC Radiator and all other equipment in accordance with the design from the storage location to the final installation site as indicated in the contract documents.

3. It is the Contractor’s responsibility to furnish and install new Motorola Avigilon cameras and PACS system (HID for PIV readers in accordance with the design). Installation shall include providing and installing CAT6A cabling from each camera to a PoE network switch to the data center caged equipped with a minimum of two (2) fiber ports. The contractor shall also provide SFPs (MM LC modules), fiber LC aqua connectors, fiber cabinet port rack mounts, and OM3 50-micron fiber optic cables as needed. All required components shall be furnished and installed to provide a complete and operational system. The system shall be routed and fully integrated into the facility’s existing Avigilon platform, with fiber connections routed to the Network Video Recorder (NVR) located in the Police Station on the first floor of Building 100. The contractor shall supply and configure all necessary software, programming, and system adjustments to ensure a full operational system and seamless integration into the existing Avigilon system.

4. Per PSRDM mitigation measures, bollards are needed near the building southwest corners and new exterior door locations.
