X x This amendment A0001 is for the Replace Main EMD-Cooling Towers combined project 526-26-102, IFB 36C24225B0038 at the James J. Peters DVA Medical Center, Bronx, NY.
The sole purpose of this amendment is to provide the following to bidding contractors:
1. Provide sign in sheet from site visit conducted on 8/27/2025.
2. Provide revised BID PRICING SHEET to include an ADD allowance of $200,000.00 for potential coordination work affecting critical path. Contractors must include info for Base Bid Allowance = Total Bid. Award will be based on total bid amount which will include the allowance as described above. (See attachment)
3. Provide clarifications for all bidding contractors based on lack of RFI responses received. (See continuation page) Bidders must pay attention to these provided clarifications as they include added work. PLEASE BID ACCORDINGLY.
4. Confirm that the bid due date is 8/22/2025 at 2PM EST. There is no bid extension granted for this project.

Please see below clarifications and additional scope of work items based on the site visit conducted on 8/27/2025, in an effort to ensure that all bidders are provided with consistent information that will affect bid pricing, and based on the lack of RFI’s received for this solicitation:
1. Rigging conditions at the location of the Main EMD’s and Cooling Towers are extremely limited. Contractors must be aware that there have been difficulties in the past while attempting to transport generator equipment on a flat bed tractor trailer, as there is a limited “turning radius” at the lower main road leading up to the generator housing. Contractors must bid accordingly and will be required to rely on effective “means and methods” to ensure that the generators can be properly transported from the main road to the installation location of the Main EMD’s. Rigging methods will need to be evaluated and verified prior to submitting a bid and will not be a cause for delay or subject to “unforeseen site conditions” resulting in additional work or additional cost to the government. Contractors MUST bid accordingly.
2. It is the Contactor`s responsibility for transporting and the delivery of the two (2) generators, switchgears, neutral grounding resistors, loose crates, and JW/AC Radiator and all other equipment in accordance with the design from the storage location to the final installation site as indicated in the solicitation documents and SOW.

3. It is the Contractor’s responsibility to furnish and install new Motorola Avigilon cameras and PACS system (HID for PIV readers in accordance with the design). Installation shall include providing and installing CAT6A cabling from each camera to a PoE network switch to the data center caged equipped with a minimum of two (2) fiber ports. The contractor shall also provide SFPs (MM LC modules), fiber LC aqua connectors, fiber cabinet port rack mounts, and OM3 50-micron fiber optic cables as needed. All required components shall be furnished and installed to provide a complete and operational system. The system shall be routed and fully integrated into the facility’s existing Avigilon platform, with fiber connections routed to the Network Video Recorder (NVR) located in the Police Station on the first floor of Building 100. The contractor shall supply and configure all necessary software, programming, and system adjustments to ensure a full operational system and seamless integration into the existing Avigilon system.
4. Per PSRDM mitigation measures, Fourteen (14) additional bollards will be required for this project: Four (4) new bollards near the building southwest corners and new exterior EMD door locations, Six (6) new bollards at the new electrical switchgear building/location, and Four (4) new bollards at nearby Generac Fill Port Stations for north and south side Generacs ( equipment previously installed under a separate project). These additional bollards will need to match the existing bollards that are shown on solicitation drawings. Contractors will need to bid accordingly for these additional bollards.
