STATEMENT OF WORK:
“Paint and Carpet Replacement for the Visitor
Center Basement”
DATED:
“2025”
Stones River National Battlefield 3501 Old Nashville Hwy Murfreesboro, TN.37129
1. Introduction
The Visitor Center was built in 1963 with the most recent rehabilitation completed in 2004 when carpet was installed in the basement. The carpet is now reaching the 20-year mark and is at the end of its life expectancy.
2. Background
The purpose of this contract is to replace the worn carpeting and the wall base in the basement of the Visitor Center, which was last updated in 2004. Approximately 1,500 square feet (SF) of carpeting needs to be replaced. The park intends to use carpet squares, allowing for easy replacement of individual squares in case of stains or damage in the future. Please be aware that the basement rooms are irregularly shaped, necessitating additional carpet squares to accommodate angle cuts and minimize waste.
Additionally, the park would like to have the interior walls prepared, damage repaired, and painted to include metal frames around doors and two office windows, totaling approximately 1,120 SF of wall.
3. Project Tasks
Carpet Installation:
• Contractor shall remove approximately 1,500 SF of carpet squares and pad from the four rooms in the basement.
• Contractor shall properly dispose of existing carpet and pad following all local, state, and federal regulations.
• Contractor shall clean and prepare the surface thoroughly before installing the new pad and carpet squares.
• Contractor shall install approximately 1,500 SF of carpet tiles in the approved color and pattern, as specified in the provided standards (see Attachment 1).
• Contractor shall ensure the new carpet contains a minimum of 40% pre-consumer recycled content.
• Contractor shall install all carpet in accordance with installation standards to include approximately 9 LF of doorway transition strips.
• Contractor shall install approximately 230 linear feet of cove base.
• Contractor shall verify all measurements and quantities for accuracy.
• Contractor shall remove all trash and debris after installation. Contractor shall vacuum all carpeted areas and leave them clean and ready for occupancy.
• Contractor shall provide an additional 150SF of new tiles for future repairs.
Paint:
• Contractor shall clean all wall surfaces to remove dirt, dust, grease, or any loose paint. Contractor shall repair any cracks, holes, or imperfections with appropriate filler and sand smooth.
• Contractor shall ensure walls are dry and free of debris before painting.
• Contractor shall apply primer to all wall surfaces and ensure even coverage, allowing the primer to fully dry according to the manufacturer’s specification.
• Contractor shall apply, at minimum, two coats of finish paint in the specified color and sheen (see attachment 1).
• Contractor shall ensure there is an even and streak-free application and allow each coat to dry thoroughly before applying the next.
• Contractor shall remove any paint splatters, spills, or drips from surrounding surfaces immediately.
• Contractor shall apply two coats of paint designed to adhere to metal surfaces for all metal door frames and window frames. (See Attachment 1)
• Contractor shall ensure no drips or streaks are present and allow adequate drying time between coats on door and window frames.
• Contractor shall remove any paint splatters, drips, or spills on adjacent surfaces promptly.
• Contractor shall inspect all metal door and window frames for complete and even coverage, making touch-ups as necessary.
• Contractor shall remove masking tape or protective coverings after the paint is fully dry and dispose of properly.
• Contractor shall haul away any waste generated during the performance of this work.
Inspection:
• The contractor’s on-site superintendent shall be responsible for the first quality inspection of the completion of the carpet, wall base, and painting Upon completion of work, the on-site superintendent will provide an approved and signed inspection sheet to the NPS.
• The completion sheet shall be on a document with the company letterhead that includes the contract number, location, date of inspection, contractor name, and the on-site superintendent’s name.
• The document shall include details such as verification of the correct delivered materials that match the submittals, verification of completion of the carpet, wall base, and painting with a signature block for the onsite superintendent to sign.
• Contractor shall provide the Contracting Officer Representative (COR) a copy of the document prior to the final walkthrough and inspection by the COR.
4. Submittals
• Contractor shall submit safety plan for approval, before work begins.
• Contractor shall provide submit the product data sheet that provides the technical data describing physical characteristics, performance, pattern, color, and warranty information.
• All submittals shall be on the Government CM-16 form and approved by the project
COR.
5. Security
• The contractor is responsible for all materials and equipment on the job site, at all times.
• All employees working on the job site shall be legal to work in the United States of
America and not be a convicted felon.
• Park hours are from 7:00 AM until 4:00 PM. The Contractor may plan to work on site from 7 AM to 4:00 PM Monday thru Friday; except for federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Contractor shall not work outside of these hours, without prior approval from STRI Facility Manager/ COR.
6. Administrative Requirements
• Contractor shall notify COR at the completion of each phase of work i.e. carpet, wall base, and
• Contractor shall sweep the area of dirt, waste, and debris at the conclusion of the work.
7. Substantial Completion and Final Inspection
• Contractor shall submit a written request that the project is complete and request a final inspection. The COR will complete the inspection.
o If the COR determines that the work is not complete, he will immediately notify both the Contracting Officer and the Contractor, in writing, stating the reasons.
After resolving incomplete work requirements, the Contractor shall resubmit a request for final inspection.
8. Post-Construction Inspection
The COR and the contractor’s onsite superintendent shall conduct the walk-around to do a final inspection. Any and all deficiencies shall be corrected before the National Park Service will accept the project.
9. Acceptance of the Work
After all deficiencies have been corrected and work has been accepted by the Government, payment will be made in accordance with the Schedule of Values.
10. Measure and Payment
Payment will be included under the lump sum price for this project.
11. Contracted Services Statement
Contractor’s employees, performing services under this award, shall be controlled, directed, and always supervised by the assigned on-site superintendent that is fluent in the English Language. Contractor’s management staff shall ensure that employees properly comply with the performance work standards outlined in the scope of work, specifications, and contract documents. The tasks, duties, and responsibilities set forth in the Statement of Work, and Specifications may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR).
