About this file
This document is mandatory pre-bid meeting minutes for a boiler replacement project at the Dowagiac Armory in Dowagiac, Michigan, involving the Department of Military and Veterans Affairs (DMVA) and the Department of Technology, Management & Budget (DTMB). The project requires replacement of a fire-tube boiler system and associated feed system components at the armory facility. The mandatory pre-bid meeting was held on-site on August 25, 2021, at 11:00 AM, which served as the only authorized site visit for bidding purposes. Bidders were required to sign the mandatory pre-bid sign-in sheet or their bids would not be accepted. Request for Information (RFI) submissions were accepted until September 1, 2021, at 10:00 AM local time, with bid addendums posted no later than close of business on September 3, 2021. The bid opening was scheduled for September 8, 2021, at 2:00 PM local time, with electronic bidding through the SIGMA VSS website (sigma.michigan.gov). DTMB anticipated 45 days to award the contract following bid receipt. Project completion is required within 120 calendar days after the preconstruction meeting, with work hours limited to 8:00 AM to 4:00 PM at the site location.
Bid security of 5 percent of the awarded base bid cost is required; however, if the bid is less than $50,000, payment and performance bonds are not required. Prevailing wage requirements apply to this project. The project includes a $10,000 contingency allowance with no alternates available. Liquidated damages are assessed at $200 per day for schedule delays. All required permits (boiler, mechanical, and electrical) must comply with Michigan codes. Pre-award submittals for boiler feed system and fire-tube boiler sections must be provided prior to construction commencement. The contractor must submit approved shop drawings before work begins and maintain a full-time superintendent or project manager on-site throughout construction. A construction waste management and disposal plan with a goal to salvage or recycle 60 percent by weight of non-hazardous solid waste must be implemented. All work is coordinated with the designer, Ben Kopietz (benjamin.o.kopietz.nfg@mail.mil), and project inspector, Adam Pohl (adam.j.pohl3.nfg@mail.mil), with electronic payment applications required in PDF format.
