RFI Question and Answers
Q1. Per general note #4 on sheet C0.0, it states that we are responsible for all permits and fees; will permits and fees be charged for this project? If so, do you have any idea of the potential cost?
Answer: See Answer to Q5 Below.
Q2. During the renovation of the parking lots, site concrete and landscaping work is required for this area of the facility;
will this complete area be closed to the employees and public during the construction work or will the project have to be phased, please clarify. If phasing is going to be required, how many phases do you think will be required and roughly what areas will be included in each phase?
Answer: The phasing will be at the contractor’s discretion as long as access to one parking lot is maintained for the staff’s use during construction. The phasing will be submitted by the contractor to GSA for final review and approval.
Q3. The Project Experience Form required for Factor 1 was not provided with the RFP documents. Please post the required forms or advise on how the government would like the information presented.
Answer: Please see attached form.
Q4. The PPQ form provided does not correlate with the instructions for filling it out – there doesn’t seem to be a section 2 for the reference to fill in. Please advise if this is the correct form we should be sending to our project clients.
Answer: Please see attached form.
Q5. General note 4 of C0.0 indicates “THE CONTRACTOR SHALL BE RESPONSIBLE FOR OBTAINING ALL REQUIRED PERMITS AND PAYING THE REQUISITE FEES FOR CONSTRUCTION” and CDWM notes 1 “A PERMIT IS
REQUIRED FROM THE SEWER UNIT OF THE DEPARTMENT OF BUILDINGS (DOB) PRIOR TO THE
CONSTRUCTION OF, OR REPAIRS TO, UNDERGROUND SEWERS, DRAIN CONNECTIONS OR SEWER
STRUCTURES, INCLUDING THE ADJUSTMENT OF SEWER STRUCTURES AND REMOVAL/REPLACEMENT OF FRAMES AND LIDS” respectively. This is a Federal Government building, do we require any permit to finish this project?
If yes, please tell us what permits are required, how much each permit costs and who is responsible to pay for these permits?
Answer: A Design Permit review is required by CDWM-civil/stormwater reviewer. TERRA will complete this task pending review of scope/contracts (this was not complete before the project went on hold and the project is design to 2016 standards, not 2018). Upon receipt of design approval, a licensed drainlayer in the City of Chicago will need to pull the (construction) tap permit before beginning work.
Q6. Drawing C1.0 called to “remove ADA signage, post, and foundation. Salvage, and reinstall ADA sign.” However, these existing signs do not meet with detail 6 (parking signage) of C5.0. Does contractor need to dispose of all the existing signage, furnish and install new signage as per detail? Please confirm.
Answer: The rest of the note says “…if it meets detail”. So, please replace ADA sign to meet detail 6 on C5.0.
Q7. Drawing C4.0 indicates “TELEVISE ±108 LF 12" PIPE AND ±573 LF 24" PIPE FROM POINT OF CONNECTION ON SITE TO CONNECTION TO CITY OF CHICAGO SEWER IN PULASKI ROAD. TELEVISING SHOULD OCCUR IN THE PRESENCE OF A DWM SEWER INSPECTOR, NOTIFY ENGINEER OF ANY CONCERNS OR DISCREPANCIES.” Are we responsible to facilitate this service? If yes, who is responsible to coordinate with the City of Chicago?
Answer: Yes; the contractor is responsible for performing this and coordinating with the City of Chicago.
