About this file
This is a Performance Work Statement (PWS) for a Blanket Purchase Agreement (BPA) issued by the 366 Contracting Squadron for rental vehicle services, effective February 20, 2026. The contract establishes a multiple-award BPA to provide rental vehicles in Mountain Home, Idaho and surrounding areas within a 65-mile radius to support the 366 Fighter Wing. The Government will only be obligated for calls actually placed against the BPA by authorized callers identified on an "Authorized Caller List," and task orders will be issued using the provided Task Order Form.
The Contractor must furnish safe, clean, and fully functional rental vehicles meeting all legal road-safety requirements for military and authorized personnel. All vehicles must be automatic transmission; electric and hybrid vehicles are not accepted due to limited local charging infrastructure. The PWS specifies minimum seating capacities across eight vehicle categories: sedans and compact cars (5 seats), trucks (6 seats), crew cab trucks (5 seats), mid-size SUVs (5 seats), SUVs (8 seats), vans (15 seats), and minivans (8 seats). No luxury vehicles may be offered. Services and amenities must be equivalent to those customarily offered to the general public and comply with applicable health, safety, and accessibility standards. Individual travelers are responsible for damages incurred while vehicles are in their possession. The BPA may be discontinued by either party with 30 days' written notice. The Contractor's existing insurance coverage will be utilized under FAR 28.301(b) rather than standard FAR 28.307-2 requirements due to past performance and cost efficiency.
