The solicitation’s source selection procedure will be Lowest Priced technical Acceptable.

The solicitation will be issued as Unrestricted (full and open) competition and will result in the award of one contract to the responsible Offeror whose proposal, conforming to the solicitation, is the lowest priced technically acceptable offer to the Government.

This is a single phase (i.e. One Step) design-build selection process.

The anticipated technical evaluation factors for determining technical acceptability are:

Factor 1 – Experience (Design and Construction). An anticipated evaluation of 1-3 relevant design and construction projects similar in size, scope, recency, and complexity to this design build construction project solicitation will be used in determining the technical acceptability for this factor. Experience will be evaluated of the prime contractor, a party(ies) of a joint venture, and subcontractors in determining the technical acceptability for this factor.

It is anticipated that the following metrics will be used to evaluate relevancy and recency in evaluating the technical acceptability of Factor 1- Experience: A relevant project is defined as a minimum project cost of $20 million, a minimum of 60,000 SF of building renovation or construction, with multiple bachelor housing facilities or commercial equivalent and with phased project. It is anticipated that projects considered to be recent will be those completed within the past ten (10) years of the date of issuance of this design-build construction solicitation.

NOTE: The offeror may submit relevant experience from a subcontractor who will perform the major or critical scope aspects of the requirement to demonstrate design/construction experience under this evaluation factor. For subcontractor experience to be considered, a Letter of Commitment must be provided by the offeror and the Subcontractor.

It is the responsibility of the offeror to specifically identify in its submission how each submitted project meets a design and construction project of similar size, scope, recency, and complexity of the solcitation’s deisgn-build project in order to obtain technical acceptability of this factor.

Factor 2 – Past Performance. An anticipated four-part evaluation of (1) an offeror’s pattern of successful completion of tasks; (2) pattern of deliverables that are timely and of good quality; (3) pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.); and (4) recency of tasks performed that are identical to, similar to, or related to the design build construction project for this solicitation will be used to determine technical acceptability for this factor.

Factor 3 – Safety. An anticipated tri-parte evaluation of EMR, OSHA DART & TRC rates will be used to determine technical acceptability for this factor.

The Government intends to evaluate technical acceptability and make award to the lowest priced technically acceptable offer without discussions. Therefore, the offeror’s initial proposal should contain sufficient information to show technical acceptability in each technical evaluation factor.

THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY and will be posted on the Government point of entry website https://beta.sam.gov under “Contract Opportunities” on or about 26 November 2021. No hard copies will be provided. Due to file size, contractors will be required to request access to plans and specifications from a secure location following the procedures stated in the solicitation.
