Statement of Work Summary
This Statement of Work (SOW) issued by the National Park Service Southeast Region specifies requirements for removing hazardous trees and limbs from trails at Kennesaw Mountain National Battlefield Park in Kennesaw, Georgia. The project involves removal of approximately 337 hazardous trees with diameter at breast height (DBH) ranging from 16 to 36 inches, plus hazardous limbs as directed by NPS. All trees and limbs for removal will be clearly marked in advance by NPS; no unmarked vegetation may be removed. The anticipated period of performance is six to twelve months (approximately mid-June to mid-December), with work ordered on an as-needed basis typically once per month. The government intends to award a firm fixed-price contract under FAR Part 12 (Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The NAICS code is 561730. Site visit participation is highly recommended for bidders due to project complexity, with the meeting date to be determined.
The SOW establishes four service types with separate unit pricing by tree size: Type A (Felling Only), Type B (Felling & Debris Spreading), Type C (Felling, Debris Removal & Traffic Control), and Type D (Felling, Climbing, Debris Removal & Traffic Control). Contractors must be a certified ISA Arborist with three or more years of full-time arboriculture experience. Critical performance standards include 100% removal of marked trees without damage to unmarked vegetation or park resources, stump heights at or below 1 inch above ground, debris clearance within 48 hours, limb clearances of 12 feet above trails and 14 feet above roads, and completion of trimming within 5 business days of task order issuance. The contractor must comply with OSHA regulations, state and local laws, maintain workers' compensation and liability insurance per Georgia requirements, and protect historic Civil War earthworks by prohibiting heavy equipment operation within 5 feet of these fragile cultural resources. The Contracting Officer's Technical Representative (COTR) is David Browne; the Contracting Officer position is to be determined. FOB point is Destination, with all transportation costs included by the contractor as a separate line item.
