About this file
This is a Questions and Answers document for the Kennesaw Mountain National Battlefield Park hazardous tree removal solicitation. The document clarifies key requirements and submission details for this new federal requirement.
The project involves removal of hazardous trees at the park, with all tree stumps required to be cut 6 inches or less above ground. Contractors must submit ISA Arborist certification documents with their quote and should visit the worksite given the project's complexity. Bid submissions must include a price sheet and all evaluation factors outlined in section 52.212-2 of the solicitation; quotes are due Thursday, April 9, 2026 at 5:00 PM EDT via email to Jade_bynum@ios.doi.gov. The park will not require a bond for this project. Equipment such as bucket trucks or man lifts is permitted during tree removal operations, and removal of smaller trees is allowed if necessary for safe felling of hazardous trees. No photos or mile markers of tree locations are provided; contractors are directed to section 8.1 of the Statement of Work for site information. A Schedule will be coordinated between the Contracting Officer's Representative and the awarded contractor following the Notice to Proceed, rather than requiring advance submission prior to award.

Q: The SOW (Section 3.1) states stumps shall be cut no more than 1 inch above ground, but the bid sheet for Types C and D specifies 6 inches or less. Which stump height standard governs for each tree removal type?

Q. Are we allowed to use bucket trucks or smaller man lifts instead of climbers for the trees that need to be taken down instead of felling?
A: Equipment is allowed during the tree removal process. Please see section 4.0 of SOW)
Q. The bid is clear about not cutting other trees, but in the sections that require felling are we allowed to cut small trees to allow safe felling if necessary? Or in situations like that do we then have to climb to ensure no other trees are hurt?
A: Removing smaller trees will be allowed if necessary for safe felling of hazardous trees.
