About this file
This is an Emergency Purchase Statement filed by the Illinois State Police Division of Forensic Services with the State of Illinois Chief Procurement Office for General Services. The emergency procurement addresses the critical need for annual preventative maintenance on fourteen (14) DNA instruments—three Life Technologies 3500 genetic analyzers and seven Life Technologies 7500 quantitative PCR systems—located across four Illinois forensic science laboratories in Springfield, Chicago, Decatur, and at a training facility. Two instruments in Springfield were already two days overdue for their annual performance checks as of the statement date, with all fourteen instruments required to complete maintenance by August 28, 2026. The preventative maintenance is mandatory to maintain compliance with Federal Bureau of Investigation DNA Quality Assurance Standards accreditation requirements necessary for the laboratories to access the national DNA database (CODIS). A lapse in accreditation would jeopardize the Illinois State Police's thirty-year accreditation history and undermine the credibility of forensic biology results in Illinois courts. The contract was awarded to The Remi Group, located in Charlotte, North Carolina, on an estimated basis dated August 18, 2026, with the Emergency Purchase Statement signed August 21, 2026.
The total estimated contract value is $69,125, calculated at approximately $4,937.50 per instrument for preventative maintenance only services. This cost was significantly lower than the manufacturer ThermoFisher's quote of $95,472.36, providing a savings of $26,347.36. Remi was selected based on its six-year history providing maintenance services under an expired service agreement contract, demonstrated responsiveness, and lower pricing compared to the direct manufacturer. The Illinois State Police determined that no Business Enterprise Program (BEP)-certified vendors possessed the specialized technical qualifications required for manufacturer-authorized DNA instrument maintenance, precluding their inclusion in the procurement process. Funding for this emergency purchase will be derived from sources other than federal funds, state appropriated funds, or state grant funds. The emergency was justified under 30 ILCS 500/20-30 as necessary for immediate repairs and maintenance of state property to prevent loss and protect critical forensic operations essential to law enforcement and criminal justice operations statewide.

TextField2: Annual preventative maintenance (PM) needed for fourteen (14) DNA instruments - 3500 genetic analyzers and 7500 quantitative PCR systems.
We do not currently have a service agreement contract that would cover the required PM for these instruments. Two of the fourteen are overdue by two days for their annual PM - Springfield Laboratory's two (2) Life Technologies 3500 genetic analyzers. The other twelve (12) must have their annual PM completed in August as well, otherwise all 14 instruments will be placed out-of-service. All DNA testing performed at the Illinois State Police forensic science laboratories must use the 3500/7500 instruments, so DNA casework will be suspended at two of the largest laboratories (Springfield and Chicago) and a high-throughput laboratory (Decatur) until the PMs are completed.
DNA casework will be suspended because Illinois State Police forensic science laboratories must conform with the Federal Bureau of Investigation (FBI) DNA Quality Assurance Standards (QAS) accreditation requirements to use the national DNA database (CODIS). In the DNA QAS, the 3500 genetic analyzers and 7500 quantitative PCR systems are designated as "critical equipment or instruments" that must undergo annual performance checks. The previous performance checks for these instruments were completed in August 2025, so they are now due for their 2026 PM.
Timely completion of these performance checks is essential to ensure the instruments continue to operate within validated performance parameters and output accurate analytical results. In addition, noncompliance with the DNA QAS requirements jeopardizes ISP's laboratory accreditation. A lapse in accreditation for the ISP forensic science laboratories must not occur because, after 30 continuous years of maintaining accreditation, a lapse would be perceived by the criminal justice system as a negative statement about the quality of the laboratory system. This would immediately undermine the credibility of the Forensic Biology/DNA section’s work and the acceptance of laboratory results in Illinois courts. Most importantly, ISP administers the FBI CODIS/National DNA Index System (NDIS) for the state of Illinois. According to established FBI policy and federal law, ISP must remain accredited to use this national DNA database and administer the program for the entire state. DNA analytical operations will be suspended if the ISP forensic science laboratories lapse in accreditation, leaving thousands of serious crimes unanalyzed and the offenders unidentified.
TextField4: All PM's must be completed by August 28th. The laboratories can schedule and have PMs completed while the emergency contract is being executed.
ExplanationForSelectingVendor: Due to our six year contract with Remi Holdings (Remi) expiring last month, both the manufacture (ThermoFisher) and Remi were contacted to determine if they could provide PM-only quotes for the 14 instruments. Remi provided the lower cost quote for the request - $26,347.36 less expensive than ThermoFisher. Additionally, Remi was the vendor that provided the expired maintenance service agreement contract so the laboratories already have a working relationship with their service technicians. During the term of the now expired maintenance service agreement contract, Remi was responsive and no issues with their services were reported.

TextField3: Both the manufacture (ThermoFisher) and Remi were contacted to determine if they could provide PM only quotes for the 14 instruments.
ThermoFisher was contacted on 7/21/26 to inquire if they offer PM only. On 7/22/26 we were informed that they do not provide PM only and only offer it through a annual service agreement. Then on 7/24/26 we were told that they would off PMs only. On 7/27/26 they were sent the Make/Model/Serial #/due dates. On 8/4/26 a follow up was sent to ThermoFisher to inquire on the status of the quote. They replied asking for confirmation on one of the serial numbers. On 8/5/26 the corrected serial number provided.ThermoFisher provided a quote, $95,472.36, that was $26,347.36 more expensive than the one from Remi.
Remi was contacted on 7/23/26 to inquire if they offer PM only. On 7/24/26 they said they can and asked for the Make/Model/Serial number for each instrument. On 7/27/26 they were sent this information as well as the due dates and asked again for a PM only quote. They replied that they would see if they could get us a PM only quote and they usually only offer full service quotes. On 7/31/26 they reached out to let us know they were still working on getting the quote. We followed up on 8/4/26. On 8/5/26 they apologized for the delay and let us know that they had some new tech issues but supplied us with a full service quote and informed us that a PM only quote was still being worked on. Later on 8/5/26 the PM only quote was received at a cost of $69,125. For the 14 instruments, this is $4,937.50 per instrument. This is reasonable because the cost per instrument in a year from the expired firm-fixed price contract, which included annual PM and any emergency repair, was $5,994.
TextField1: Due to the highly specialized nature of this work, annual preventative maintenance on forensic DNA instruments requiring manufacturer trained or manufacturer-authorized service technicians, ISP determined that no BEP-certified vendors in the database possess the technical qualifications required to perform this maintenance. As such, ISP was unable to identify a BEP-certified vendor capable of meeting the requirements of this emergency procurement.
