SECTION I: Introduction
The Transportation Security Administration (TSA), Strategic Communications & Public Affairs and Contracting and Procurement propose to issue a delivery order that restricts the number of sources considered (FAR 8.405-6)
The Procurement Request Number is PR245500A024, and Contracting and Procurement’s J&A tracking number is
JA-2024-05-1138.
Per FAR 8.405-6 (c), this acquisition is conducted under the authority of the Multiple Award Schedule Program.
SECTION II: Description of Action Being Approved
(a) RELI Group Incorporated 5520 Research Park Dr. STE 105 Catonsville, MD 21228-4851;
(b) Firm Fixed-Price Order;
(c) $506,249.64;
(d) FY 2024;
(e) September 28, 2024 – March 27, 2025 (Period of Six (6) Months);
(f) RELI Group, Inc. is currently providing support under Order No. 70T05020F1NCOM026 which expires on September 27, 2024. The order was issued under expired BPA No. 70T05019A9NMED049.
(g) NAICS code: 541611 Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services
(h) This action is a logical follow-on to Order No. 70T05020F1NCOM026 issued under a competitively awarded BPA No. 70T05019A9NMED049 with RELI Group, Inc. The order will have the same scope, and allow work to continue uninterrupted until the new multiple award (HUBZONE Small Business) BPA is awarded.
SECTION III: Description of Supplies or Services
The requirement is to provide expert-level technical contract support services for the Production Division for the design and delivery of SharePoint, web applications, and digital technology at a total cost of $506,249.64.
SECTION IV: Identification of the Limited Source Consideration Rationale
FAR 8.405-6 (a)(1)(i)(A) Urgent and compelling need exists and following the procedures would result in unacceptable delays.
FAR 8.405-6 (a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. * Note: if using “brand name”, clearly explain why brand name or equal is not a viable solution.
FAR 8.405-6 (a)(1)(i)(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

Limited Source Justification
SECTION V: Description of Limited Source Rationale
This logical follow-on allows a continuation of support services for the Production Division for the design and delivery of SharePoint, web applications, and digital technology for the existing contractor. A break in service would result in significant program delays that could not be mitigated internally and an award to any other source would result in critical interruptions of support because of time constraints. The incumbent contractor has developed agency-based knowledge of the complex and multi-faceted program; therefore, a new contractor will not have the requisite knowledge to support TSA without a degradation of services. A new BPA has been awarded but was protested at the GAO. The protest was denied on September 6, 2024. However, because of the automatic stay of performance and uncertainty of the protest outcome, there is insufficient time compete this work on the new BPA to ensure continuity of services. Moreover, it allows sufficient time f to complete the screening and vetting process so support services can commence after an adequate transition period, Therefore, it is the most economical manner to meet the operational needs. The logical follow-on order will be issued under the incumbents GSA Schedule No. GS-35F-
385CA.
TSA will post the approved limited source justification within 14 days of award.
SECTION VI: Contracting Officer’s Determination that the Order Represents the Best Value
The existing Task Order No. 70T05020F1NCOM026, Program Management Support Services, awarded under BPA No. 70T05019A9NMED049 expires on September 27, 2024. BPA No.
70T05019A9NMED049 issued under GSA Schedule No. GS00F213GA expired on May 9, 2024. GSA Schedule No. GS00F213GA is currently closed to new orders and no new awards can be made. Therefore, a new order will be awarded under GSA Schedule No. GS-35F-385CA, Special Item No. 541611 - Management and Financial Consulting, Acquisition and Grants Management Support. The labor rates have already been determined fair and reasonable. However, RELI has offered significant discounts off the GSA rates ranging from 23% to 28.5% off the GSA rates. The price is reasonable considering the level of effort and the mix of labor proposed to perform the specific tasks. The contracting officer determined that the price represents the best value for TSA.

Market research was not conducted for this new order because it is a logical follow on to an order that was placed off BPA No. 70T05019A9NMED049 created from RELI Group, Inc. GSA Schedule No. GS00F213GA.
Furthermore, a new multiple award BPA for these services is expected to be awarded at the end of the fiscal year or the beginning of the next fiscal year. TSA will compete this requirement among the new (HUBZONE Small Business) BPA holders prior to the expiration date of the follow-on order.
SECTION VIII: Other Facts Supporting the Limited Sources Justification
SECTION IX: Actions Taken to Remove Barriers to Competition
A new multiple-award BPA for Program Management Support Services will be awarded to two (2) HUBZONE business concerns at the conclusion of the current fiscal year or the start of the new fiscal year. In order to ensure there will is no service interruption, the TSA will compete the successor order under the new BPA prior to the conclusion of this logical follow-on, allowing management sufficient time for screening, vetting and transitioning.
